The schools teachers in Indonesia are poorly paid so the head teachers must be creative to generate a small extra income for their teachers welfare.
Also, SPP is not the only fees that need to be paid.

Development fund (SSP/BPP) this is one off payment. These could be a few millions depending on the parents income and status.

Also do not forget that religious boarding school although not the main stream schools they get heavily funded, subsidised by the government and private interests. Otherwise how do you think they could survive if the pupils are mainly come from disadvantage families. Does the clerics managing the school have money??
