The crux is support. Support in time to train, facilities and infrastructure, trainers, financial support if it’s not a popular sport (read: where you can make a lot of money).
It‘s not for nothing that there are so many Chinese-Indonesian badminton players. They got favorable economic, social and sporting conditions in the era of the Dutch East Indies, Later the ethnic Chinese were still able to train and compete successfully, even during the Suharto times. Now their dominance can still be explained coming from richer environments and getting adequate support.
So -unlike you- I’m not so convinced that there could not be a tennis or football player from Indonesia in the world top. But the ministry needs to provide, you guessed it….support. Golf is very popular here btw, much more so than Japan or South Korea. But there are only 3 top players. Same with football, many more international players from Japan.
