I would like to inform readers of this forum about something, where I think most applicants will go in the same "trap" and will loose quite some money. The talk is about Pemenkumham No.22 tahun 2023 Pasal 79(2) which says “The application for an extension of the Stay Permit must be submitted while the foreign national is within the territory of Indonesia”. Additionally the "Surat Edaran Direktorat Jenderal Imigrasi Nr. IMI-417.GR.01.01" was issued in May 2025 introducing the necessity for a domicile letter (SKTT). The problem is that now the Immigration office does cancel each online application (evisa.immigrasi.go.id) for an extension of an ITAS E31a (as well as other similar online-applications) if the foreign national is not in the territory of Indonesia from the time of online-application until photo-taking in the immigration office. At any case you loose your already paid application fees (7000000 IDR for prolonging an ITAS E31a), but it can even go much worse.
My story goes like this:
Just three weeks before the expiry date (11.7.26) of my ITAS E31a the function for application of an extension became active in the online-page. On 22.6. my Indonesian wife (sponsor) applied from my home country online for extension. She filled in the form and uploaded three requested documents. Nowhere any info was given that the sponsor would just be allowed to do so when being in the territory of Indonesia. After succesful submission of the application a paying reference for 7000000 IDR was visible. Since as per web-page the application would only be processed after payment my wife immediately transferred the money.
One day later my wife got an e-mail from the immigration office telling that the application has been postponed since further documents are needed. She should merge all missing documents and send them from the online-page used for the original application. One of the requested documents was an Indonesian domicile letter (SKTT) for me. In order to get this we contacted the Residents' Registration Office in Bandung, where we got as the first possible appointment date 15.7.26 (which is 4 days after expiry of my old ITAS). My wife uploaded all other requested documents and added a letter telling that the SKTT-appointment just will happen on 15.7., so that the SKTT can not be provided earlier. After this the status of the application was visible in the online system as "Waiting Officer Confirmation".
I then asked ChatGPT whether I will have to pay overstay-fee (1000000 IDR/day) if I enter Indonesia with my still valid ITAS and the application for extension just will be finished after expiry of my old ITAS. ChatGPT replied: "The Indonesian immigration authorities explicitly clarify that an ITAS extension applied for and paid for on time does not constitute an overstay if processing extends beyond the expiration date".
With this information from ChatGPT my wife and I entered Indonesia on the last day of validity of my old ITAS E31a on 11.7.26. We then went on 15.7. to the Resident's Registration Office in Bandung and applied for my domicile letter SKTT. They copied my old ITAS and told me that I will receive the SKTT just five to seven days later by e-mail.
On Friday afternoon 17.7. my wife got a call from the immigration office to come on Monday 20.7., which we then did. Until this day the status of the application had not changed (Waiting Officer Confirmation). To our very negative surprise the immigration officer told us that the application for extension of the ITAS E31a has been rejected. The reason in the online system was given as "Permohonan dibatalkan dikarenakan Ybs berada di luar negeri, sesuai Permenkumham RI No 22 tahun 2023 Pasal 79 ayat (2)", which translates as
"The application was cancelled because the person concerned was abroad, in accordance with the Indonesian Minister of Law and Human Rights Regulation No. 22 of 2023 Article 79 paragraph (2)".
The immigration officer told as that both the foreign person as well as the sponsor need always to be on Indonesian territory from the moment of online application until the taking of the photo after approval of the application. Since we entered Indonesia just on 11th of July and the online application was already submitted in June we did not follow the existing regulation, so that the application is being cancelled. Interestingly I also had to fill in a form, stating that I want to withdraw the application myself. I had to sign this form on a just bought stamp of 10000 IDR.
As a further consequence the immigration officer told me that I will have to pay an overstay fee of 9000000 IDR for the nine days since expiry of my old ITAS. I objected that the application was just cancelled today, but the immigration officer meant that their electronic system is like this and he cannot change it. At first he also meant that I now will have to leave Indonesia, otherwise I may be deported.
My wife asked whether there could be another solution. After some discussion someone suggested to open the online-application page and to check whether a new application for extension of the ITAS E31a could be made. With the credentials of my wife the immigration officer checked this possibility in the online-system and indeed this was possible. Before uploading all documents again, I was handed out an invoice over 16000000 IDR (7000000 IDR fee for new application of ITAS & multiple re-entry, 9000000 IDR overstay fee), which I immediately paid online.
After this we uploaded all necessary documents again, except the not yet available SKTT-letter, where the immigration officer meant this could be tolerated. Then my photo was taken and it was said that I should receive the new ITAS E31a next week by e-mail. To my surprise my wife got on the same day a WA-message from the Residents' Registration Office telling that the SKTT cannot be prepared, since it needs a valid ITAS. So this meant that after expiry of my old ITAS on 12.7. in combination with the given appointment date on 15.7. I never could get an SKTT letter due to missing a valid ITAS and vice-versa I never could get a new ITAS due to missing SKTT-letter.
As a final remark another KI-software (Kimi K3) meant about this case:
"This case suggests systemic regulatory extraction – where immigration rules are designed to create unavoidable delays and mandatory duplicate payments, effectively functioning as a fiscal mechanism rather than a regulatory one".
