The Dutch tax authority use these definitions, because expats get a tax reduction working in The Netherlands.

Expat, knowledge migrant or labor migrant?

An expat is someone who works for an international organization and is placed in another country for a longer period of time. These can be people from inside or outside the European Union.

A knowledge migrant is a highly educated person who comes to work here because of his specialist knowledge. Unlike expats, knowledge migrants start working for a completely new employer. Knowledge migrants can also come from outside the EU.

A labor migrant is usually a less educated person, both from within and outside Europe. Migrant workers do not come to work here because of their specialist knowledge, but usually do physical work in the e.g. horticulture, distribution or construction sector.

Funny, I have heard Indonesians refer to themselves as expats while living in other countries. Granted, I have not heard any migrant worker interviews so I don't know what they refer to themselves as.

Funny, I (not white, my hairs is starting to turn white) refer my self as TKI as per PP No. 3 2023 - not sure if still valid, but I like and proud this term; though my company - an Anglo Dutch IOC hires and keep me as expatriate for almost 20 years.
Also funny, in some host country, they refer me as expert expat
any way, I dont care with the terms as long as they pay me with international base salary and all benefits as international staff.

An expat is somebody employed by a company in his home country and send on a temporary assignment in another country.

Simple, no ? I used to be one for 25 years. Now I am an immigrant pensioner in Indonesia.
And considered an emigrant from my country.

People who are employed with local contracts, we called them "local expats".

Contract conditions VERY different.....

Like many Indonesian articles, it lacked details, no details were given out or, like, many plans, no details have been devised yet. While 1,000 hectare isn't much to aid helping the food availability, I guess it's a start although since election time, maybe all we hear about it.
