You are supposed to pay it online before you arrive and they check the QR code - I had heard that they have at some stages let people through without checking but then have been carrying out spot checks at some tourist sites on the island (apparently). I've had two friends visit Bali lately who have both purchased it without any issues.

I saw on FB some .. or rather a lot of questions regarding Kitas/Kitap holders, if they also have to pay this tax. And if not (that's the case, indeed) if they have to apply for exemption or just show the kitas/kitap card.

KITAS are not required to pay - you just need to show your kitas (have it on your phone).

ITAS/ITAP holders do not need to pay the Bali Tourism Levy. They do not need to apply for exemption either.

They appear to lack of support from the central government, as even the Indonesian immigration authorities decline to collect it on their behalf. It's worth noting that other regions in Indonesia might follow suit. After all, which provincial regions, cities in Indonesia wouldn't want an additional easy money that could be collected and managed with minimal accountability.

When you deduct the overhead and wages what is left is around 729.000 Rp.

Not really a huge amount tbh.

Not to be sniffed at. They could donate half to the people that clean the rivers.
Or do a beach clean / sweep etc. Hire some machinery for a week and haul out 100 ton of plastic.

But it's not like they can build an extra lane to the airport with that or fix all the a/c in the concourse
