The fine is for the number plate violation

The interesting bit is no one come forward with proof of ownership.

Now of course based on wealth would be completely impossible here. See the cases with government officials with huge amounts of cash.

But in a country like this a percentage of the original value of the car, added to the fine, might make sense. At least then it hurts a bit.

So in case of 0.5%: if you can afford a 1 billion rupiah car, you would get an additional $350 amount on the fine. With a Lambo, Rolls or Ferrari count on $5,000. And with a regular Avanza or so, it would be $100.

Studied history ? Oh Well, there are a lot of people study social science, finishing their studies they ended up stacking item on the shelves of the supermarket chains. There are people who are studying economy, finance, finishing their studies they become benefit scroungers, keep losing money in the stock market, fall into the Ponzi pyramid scheme. Many well known Computer coders, programmers do not even study computer science.

Just to make it clear I never say that those Russians in Bali are bad or good people. Good/Bad people are everywhere. What about other nationalities getting caught smuggling drugs to Bali Indonesia? I disagree with sweeping generalisation of Russians people, let alone comparing them with Nazi. The people who single out other people just because of their nationalities, ethnicities are racists.

Yes studied history as in my degree from univ. and still do casually. You don't need to be a well known historian or publish journals/articles to not repeat history or seeing it repeated. Here is one of my professors and someone I chatted with. Oh and I don't know his political views. or the people I have talked with. I frankly don't care as European politics is a different fish all together. Also talking to witnesses is a proven research method.

Oh and thanks for the laugh in your last paragraph. You have clearly not been reading the posts as the only thing I said about the Russians in Bali are they aren't your normal Russian ie they have money and probably have connections. What kind of connections is a different topic and that would probably be more generalizing. In terms of Russians and Nazi, I just said they are basically one in the same during the Soviet era and aren't as great as you are making them out to be.

Huh? No, I am just suprised that the fine for a serious violation is only 500k. If I would be jealous I would say: Owners of such cars, have small "burung".

Speeding fines are on the driver and means tested on income etc

The fine for non display of correct number plate is fixed fine

I wonder how many people would choose 2 months in jail over paying 500,000Rp?

If the car was even registered to begin with. Many have not been. If it has been then in all likelihood, they already know the registered owner. If not registered then the government now has another auction item. Well, after a bunch of joy riding.

Director General of Taxes Suryo Utomo revealed that through changes in the revision of the KUP Law, the government proposed to abolish the (prison confinement) substitutions.

An example is the imprisonment penalty as a substitute for a fine if the convict does not pay.

Suryo said, there were 80.6% of tax-paying convicts who decided to serve a subsidiary sentence, so that state income losses would not have to be paid back after the verdict was read.

In the current KUP Law, Suryo said, there are provisions in the Criminal Code where the penalty of subsidiary fines with very light imprisonment.

Therefore, through the fifth amendment to Law No. 6 of 1983 concerning KUP, the government proposes that taxpayer convicts can no longer choose for jail time so it must be paid by the convict.

Yeah but this car is so rare and expensive, it is very very easy to find out who bought it. And if it’s not bought here but parallel import it can also be traced easily. Unless someone at customs made the file disappear of course, but even then they can contact Lamborghini for the info.
 
Even I can tell you the name of the owner. But he hasn't provided proof of ownership yet. That's the crux
