1. Be married to an Indonesian citizen. No need to be married for any period of time. Be willing to leave Indonesia (not applicable if you are already out of Indonesia) to process visa. Have relevant documents. Be willing to travel to Jakarta, or find someone there who will go for you to pay the rather token sum of 100k rupiah.
2. Scan all the following documents as jpegs, size less than 400kb.

(a) Every page of your passport (suggest front and back as well, to avoid anal Indonesian problems. One page/double page per jpg. Suggest minimum 21 months validity (12 months for kitas, six months for minimum passport validity at end of KITAS, plus 3 months for processing, leaving Indonesia, etc.) Passport should have free space:
* full clean page for ITAS visa
* entry/exit stamp for 3[SUP]rd[/SUP] country
* entry stamp for entry into Indonesia
* combined stamp for KITAS & IMK
(b) KK (family card) in name of spouse
(c) KTP (identity card) for spouse
(d) Marriage certificate
(e) If married outside Indonesia, 'surat laporan perkawinan di luar negeri' is required from your catatan sipil. This should be completed essentially immediately after marriage, following return to Indonesia. However you may be able to arrange a later date.
(f) Surat pernyataan dan jaminan - download here and fill in https://goo.gl/14iaSA Print out, affix 6000IDR materai stamp and sign (in name of Indonesian citizen) which must go partly on top of materai
(g) If married in Indonesia, a certificate of no impediment from your embassy (note: should be obtained before marriage!)
(h) Surat permohonan - download https://goo.gl/RPEJmg and sign in Indonesian citizenship name with materai as above
(i) bank statement with minimum balance of 2.5 mill rupiah (suggest more!) in name of Indonesian

2. Register online in the name of your Indonesian spouse at https://goo.gl/9UG9gH (note if you register in your own (foreigner) name you will NOT be able to process the visa, it must be done as the Indonesian citizen). This requires validation of the email, and you can probably only register Monday-Friday. They will ask you for scans of Indonesian citizen's KTP (id card), Kartu Keluarga (family card) and NPWP (tax card). In practice you do not seem to need the NPWP and where it is required you can probably just upload the KTP again, and put some zeroes in the form as relevant.

3. After the account has been activated, make an application online for a visa for 'suami ikut istri WNI', or 'istri ikut suami WNI' as applicable. There is a limit on the number of applications per day, so doing the application between midnight and noon is a good idea to avoid being cut off till the next day (or Monday!) You will need to upload all of the scans listed above in the three sections provided. You can choose your chosen Indonesian consulate or embassy abroad during this process, where you (the foreigner) will fly to collect the visa.

4. After the application has been submitted online with all the documents, you should receive an email the same day (if you submitted your application in the middle of the night/early morning), or the next day (if you submitted afternoon), inviting you to come to South Jakarta immigration to pay the sum of 100,000 rupiah. This can NOT be done online. But you do not have to go in person, you can grant power of attorney to someone.
Download power of attorney here: https://goo.gl/EpZxnK Power of attorney must be fixed with materai 6ribu at middle bottom, such that both signatures spread onto the materai (left and right side)
Either way, the email will tell you to bring a handful of documents to Jakarta. Ignore this and bring photocopies of ALL of the documents above (a to i), with the exception that you can just bring the passport data page, not the whole book. In addition, the documents which you signed and affixed with materai should all be the originals. The documents need to be in a GREEN folder, otherwise you will be told to go away. To send the documents to Jakarta you can use the Indonesian post office, or Tiki service tiki.id. Bear in mind that whatever service you use will arrive too late for same day trip to immigration, so you must go the next day. In addition, Indonesian civil servants don't do much work on Fridays, so if you submit on Friday then you probably can wait too. If you are in a hurry you can post the documents to your Jakarta contact immediately upon online submission.

5. After payment, your application MIGHT be completed the same afternoon but then it could take several days. Approval should arrive to your sponsor's email, but you can check the application status online at http://visa.imigrasi.go.id using the application number from the email you received when you submitted the document. If it shows as complete, and you haven't received an email, then send an email to [email protected] with the relevant reference numbers and they should send you the form within 24 hours - do not wait, email as soon as it shows complete online.

7. After the visa is approved, you can fly to your appointed foreign Indonesian consulate/embassy - note that it will be closed on all Indonesian and foreign holidays, and will be very busy the day after, and probably on Mondays. Visa submission will typically be in the morning, and collection the next day, so plan accordingly.

Requirements in Penang:

1 * 3x4 passport photo any background
1 * print out of approval email from immigration in jakarta
1 * filled out application form, only available in the office, bring your own black pen
1 * photocopy of passport data page (other pages NOT required) - free photocopying available in back, but to save time bring your own photocopy
395 MYR cash visa fee
Submission from 9:30am till lunch time ish (sorry not sure the exact time)
Collection NEXT working day (not same day) after 2pm (so don't apply on a Friday! or the day before a holiday)
Not required, but may be asked for in other locations, so you might as well bring them:
* all the documents above such as marriage certificates etc.
* letter to consulate from spouse sponsoring visa

8. After visa is entered into passport, fly back to Indonesia and make immediate report at https://goo.gl/Jxk7Xc
You get an email telling you to visit the relevant local immigration office.

In order to go there you must bring all your documents again. In addition, you will ALSO need to bring a Surat Domisili from Kepala Desa.
You will also have to fill in several forms:

* KITAS application form, there was a section to be signed by 'kuasa' (power of attorney) - my wife signed this, it wasn't clear if that was correct, but no complaints
* Foreigner new data form, again with signature by spouse.
* One photo (6x4, red background although they said it doesn’t matter)
* Surat jaminan from the local office (similar to the one above), signed by your spouse with materai 6,000 RP

After you have filled these forms in, they tell you to come back in two days at a specific time to have fingerprints and photos. This could be done immediately, but probably they make you wait, as they want you to use an agent for the ‘express’ service.

You must also pay 2.055m IDR
* KITAS 1 year (electronic only) 1m IDR.
* IMK 1 year (re-entry permit) 1mIDR.
* Information Technology fee (not sure if this is national) 55k IDR

So you come back after two days and they take your photo & fingerprints (in the email from Jakarta they said 'interview', but I had none), and then they tell you to come back again in two more days to collect the passport and KITAS card. In my case, I sent someone to pick up my passport. They called me and were not happy about this and said 'don't do it again, passport is serious business'. But they still gave it out.

Note: Indonesian bureaucrats are NOT there to make your life easy. Bear in mind

* arrive before 11am
* no shorts/no flipflops etc
* you should have ALL of the required documents to avoid a bad time. If you don't have them now then expect to need them in the future so best just to suck it up and organise ALL the required paperwork, so you can just smile sweetly and hand over everything the bureacurat demands to make your life difficult.

Total cost guide (minimum!):

* 0.1m IDR Jakarta online fee
* ~0.3m for someone to process the payment for you in Jakarta
* 2.055m for KITAS/IMK/IT fee
* 1.25m (approx) visa fee in Penang
* 0.1m various costs of photocopying, scanning, posting, etc.
* 1.7m return ticket to Penang with transport to and from airports
* 0.3m accommodation Penang
* .15m transport to Penang consulate
* 0.3m IDR three trips to local imigrasi

So total is around 6-6.5m IDR for everything, if you are already in Indonesia. And minimum time:

Mon - submit application, post documents to contact in Jakarta
Tue - documents arrive in Jakarta
Wed - payment is made in Jakarta by your contact
Fri - decision arrives from Jakarta
Sun- fly to Penang
Mon - apply in Penang
Tue - get visa in Penang, fly back to Indonesia
Wed - get Surat Keterangan Domisili from kepala desa
Thur - go to imigrasi with docs
Mon - go back for photos
Wed - collect passport & KITAS

So the time frame - minimum - is 2.5 weeks. And you need 3 days in Penang, and 3 days in your local imigrasi, more or less. Note that the expiry date of your KITAS seems to be the date of your entry on the ITAS visa, NOT the date when you actually receive it (which could be up to a maximum of 4 weeks later if you delay things - but no more, as you have only a 30-day entry permit initially)

If you are NOT already in Indonesia then you may not need to fly to an embassy, so can save money that way.

Starting Oct 26 there will also be the option to convert social visa to KITAS online, as well as online KITAS extension.

* thus far I have been extending my sos/bud with a local agent. Intimations are that the local imigrasi are not inclined to be helpful without the involvement of said agent. However, the agent is suggesting a cost of around 10 million for a telex kitas (so I still have to fly out), which seems a little absurd.
* our wedding was conducted outside Indonesia, but not in my home country. We have neither document from home country, nor the country of the marriage. We DO have a certificate from catatan sipil in Indonesia.
* given short time how to proceed? Agent in Jakarta? VITAS online?
* is passport ok nearly full, or do I need a new one?

1) 10 million is about 8 million more than doing it yourself.
2) You will at the very least need a certificate of no impediment or proof of registering your marriage. Contact your embassy to see what they can do. If they have no clue, ask them if they are able to notarize a sworn affidavit. Then you can just type up your own affidavit/to whom it may concern type letter, and have the embassy notarize it. This should be enough. The clerk at immigration just wants to see a piece of paper.
3) I have heard good things with VITAS online, when it is up and running. They do have a limit of 600 applications a day, so you may have to stay up late to get in at 12:01 am. I want to write up a step-by-step for this, but so far all information I have is second/third hand, so if someone does go this route it would be great if they can post here.
4) You need 1 page for ITAS and MERP, and 1 page for VITAS, so 2 pages is probably ok.

In your shoes, as the first step, I would go to the local KanIm, and attempt the SosBud to KITAS conversion locally. Refer to my ITAS->ITAP thread here, the process is almost identical, except SosBud->KITAS will require slightly less paperwork, and will be cheaper.

What country were you married in?

Ok, me too.

" our wedding was conducted outside Indonesia, but not in my home country. We have neither document from home country, nor the country of the marriage. We DO have a certificate from catatan sipil in Indonesia"
You will need Thai marriage documents to prove that your marriage was registered at MOFA (ministry of foreign affairs) Bangkok,Thailand (to legitimise it).
You will need translations from Thai into Indonesian (& I have in English too- I think this was a requirement) & MOFA certify these too- was an official stamp on the back& front.
These have to be approved translators- not just a mate who speaks /writes the languages.
No idea how you managed to register at Catatan Sipil without these.

If you did not get any of these documents then a trip back to Thailand might be necessary- or your marriage might not be fully legitimate.

In short when we have applied for spouse sponsored ITAS visa they want- original & copy of marriage certificate. Original & copy of all related documents & translations. Without them you have no legitimate way to proceed - as these are the proof of you legitimate marriage.

I got my visa extension back,there was one empty page with a page next to it with just a small stamp, they chose to take a new page, however.

So now I only have one page left.

Apparently it is a big hassle to get a new British passport outside the UK, and will take six weeks.....

so I have tried online, but it seems my wife needs an NPWP, so we have applied for that first.

NPWP has a simple online application process. The link is somewhere in the forum - however google will bring it up too in a simple search.

So I applied online, I received this reply:

"Tanda Terima Permohonan
Permohonan:PERSETUJUAN VISA TINGGAL TERBATAS SUAMI IKUT ISTRI WNI
Harap datang ke Subdit Visa lantai 1 Gedung Direktorat Jenderal Imigrasi Jalan H.R. Rasuna Said Kav. X-6/8 Jakarta Selatan pada tanggal 24 Aug 2016 untuk melakukan pembayaran PNBP biaya kawat persetujuan visa sebesar Rp 100.000,- (seratus ribu rupiah) sesuai dengan PP 45 Tahun 2014.

PERHATIAN :
1.Tanda Pembayaran berlaku 7 (tujuh) hari, jika dalam waktu terlampaui maka tanda pembayaran tidak berlaku dan harap mengajukan permohonan kembali;
2.Pembayaran PNBP biaya kawat persetujuan visa dilakukan pada hari senin - kamis pukul 08.00 s/d 12.00 WIB danhari Jum'at pukul 08.00 s/d 11.00 WIB;
3.Harap menggunakan Map berwarna kuning untuk Permohonan Visa Kunjungan (Single/Multiple) dan Map berwarna Hijau untuk permohonan Visa Tinggal Terbatas;
4.Untuk permohonan Visa Tinggal Terbatas melampirkan copy rekomendasi dari instansi terkait;
5.Melampirkan copy paspor berwarna (colour);
6.Melampirkan Surat Kuasa (asli) jika dikuasakan;
7.Melampirkan Surat permohonan dan penjaminan (asli) bermaterai Rp.6.000,-;
So it seems I need a green folder, a colour copy of my passport (data page only?), a letter of attorney, and the letter of application which I already made.

And I need to send all this to someone in Jakarta who can do this for me (any ideas???), because obviously with an online system you couldn't possibly take the 100,000 IDR online.

But what is this?
"
Untuk permohonan Visa Tinggal Terbatas melampirkan copy rekomendasi dari instansi terkait;"

I think maybe copy of surat lapor perkawinan?

Sometimes they call that "Surat Rekomendasi Nikah", so that is possible. Did you have one scanned in when you applied for VITAS? If so just bring it along.

So I have paid at KanIm JakSel on Friday, but still waiting for a reply. Hopefully tomorrow. Not sure if visa can be collected in one day or needs two in Penang.

Still no reply. You can check your status online, they use sequential IDs with no need to enter a name.
Informasi Tahapan just shows No 1. No q: e.
Which is a bit cryptic. Another app on the same day has the same status but others seem to have been processed same day.

It shows online as processed, with document number but I have received no email confirmation.

So I have updated OP, but still have quite some confusion

(a) I have not received any email from KanIm
(b) I am not clear what documents I need to bring to konsulat/kbri
(c) upon return to Indonesia, it is not clear exactly what the procedure is. My wife has left Indonesia, but I am not sure if her presence will be required.

So, updating:
I emailed immigration via the email on their website, and they sent me the letter within a few hours.
In Penang now.
Visa fee is 395myr, cash.
Requirements:
One photo 3*4 any background
Print out of approval
Photocopy of passport (available free in back of consulate)
Black pen to fill out form (form not available online you have to fill in there)
Other documents s such as marriage certificate, invitation letter, etc apparently not needed. Other consulates and embassies may feel otherwise tjiugh
Collection is next day 2pm onwards even though they are very quiet (tip: day after public holiday is very busy as was my experience last time). Don't bother arriving early unless it is a Monday or something as you'll just wait in a queue until they open, probably late.
The buses are fine but only because the taxis are terrible. However avoid both with Uber around 16myr airport to Georgetown, 6myr little India to consulate.
Last time I stayed the further side of love lane (away from the sea). Love lane is fine for bars and what not, but this time I made sure to stay in Little India, at East Indies Mansions so the good food would be closer.

Thanks for keeping this updated! This is a very good guide for people wanting to do their own VITAS online.

Did you already reside in Georgetown or just went there for the VITAS process?

Did you already reside in Georgetown or just went there for the VITAS process?

I have been in Indonesia for the last six months, so no.

Why did I go here:

* cheap flights
* nicer city than any in Indonesia
* best food in the world
* even with the immigration agent they were unwilling to convert my existing social/budaya visa to a KITAS - he wanted me to go out of the country and organise the telex (317) visa
* online visa process is straightforward and at least so far has been much better than dealing with the local immigration (this will depend where you live, of course - perhaps if you live in Jakarta then this is less relevant as presumably the immigrasi there are more honest)

Costs so far:

* return flight (will vary, maybe around 1 million rupiah)
* 2 nights' hotel 350 MYR (much cheaper hotels are available, but not for me thank you)
* 4 * Uber taxi to and from consulate - around 30 MYR
* return taxi to airport - around 35 MYR
* visa fee 395 MYR
* photocopying, scanning, materai, tiki, fee etc. around 100,000 IDR
* cost for paying the fee in Jakarta YMMV, I paid around 500,000 IDR including 100,000 fee
= 4.2 million

So it's costing me about 4.2 million (plus KITAS & IMK fee). Conversion of social/budaya to KITAS has costs also, I think you have to go to Jakarta in person? Not 100% sure on the details, but it wasn't an option for me as I didn't have enough time left. Time required is something like this: Monday - submit application, post documents to your friend in Jakarta, Wednesday friend in Jakarta pays fee, Thursday earliest but could take a week, confirmation received - Monday fly to Penang/wherever, Tuesday submit application, Wednesday receive passport back, Wednesday fly back to Indonesia
