Reihana Wijayanto, Head of the Lampung Provincial Health Office, is in the spotlight of netizens, not only because of her hairstyle and hijab, but mainly because of her flexing on social media.

Through TikTok and Instagram accounts, Reihana often uploads content showing off her luxurious lifestyle. As a result of the content, many people are curious about the salary and wealth of the Lampung Kadinkes (Kepala Dinas Kesehatan).

The salary received by Reihana is estimated to be around 3,5 juta - 5,6 juta excluding allowances. Her possessions would add up to 2,7 billion rupiah.
Her hair and hijab style is the fodder for many jokes here. Yes, she is one of those that flaunts her riches but criticism of late came from the Governor mentioning her name when he addressed all government workers about flaunting their wealth. Problem is, the Governor and his wife do so more than most.

This, "Don't flaunt your wealth" thing was started by Jokowi and I think most inhabitants laugh at it. It doesn't say you are showing your wealth so we will find out why you have so much to flaunt. No, it just says it's OK to have it however you got it, just don't flaunt it.

By the way, Reihana has been head of the health department here for 14 years. I have somewhat watched her starting with the Covid Pandemic. My observation is that she has very little to contribute to the health of Lampung except for the image building appearances she makes along with the bird nest house she brings on the top of her head.

I don't think there is a lot of "opportunity" for a provincial head of the health office... compared to tax officials, for example. Maybe snpark is right, all are "fake". But we don't know about her husband, perhaps he is a successful "businessman" ?

The biggest opportunity was during Covid19 with the vaccins ... I guess

Fifty odd years ago I was living in Singapore. All the cheap cafes had spittoons so hawking and spitting were commonplace as was chewing gum and then spitting it onto the footpath to create ugly stains. Singapore began the big clean up and had a beautification program with trees and shrubs. National service people were enlisted to watch out for spitters and gum chewers in the streets as it was then made illegal. Hair down to the collar became unacceptable for men who were turned away at the causeway and could not enter Singapore from Malaysia. I don't imagine the spitting laws were ever repealed... so not far fetched and Singapore has transformed.
 
Singapore is a ‘fine’ city.

The spitting laws apparently were never repealed. Per the Straits Times some time back they were still on the books for TB as well as general hygiene.
They did the long hair screening at the airport too. Flight attendants made some side money on haircuts before landing.

Everybody who has the authority to sign up to a certain amount for acquirements has quite an opportunity to make deals with (potential) suppliers of course. Whether it’s about cars, office equipment, pencils or paper. See the KTP case. In this instance her image was already stained, amongst other things because of the purchase of medical devices in 2016.

I think she would also head health and sanitation. Inspections for food and beverage processing to consumers. She seems to be over all Pukesmas or at least she presents herself that way and if she is there are certainly budgets there. Seeing some of them I would say that if there is a budget for building repairs, it's not spent.

In regards to her getting the spotlight I believe she can thank the Governor for that. While the Tik Tok criticism put him in the spotlight he mentioned her by name when talking about public figures flaunting wealth. He threw her under the bus so he can slip out. Residents are not buying it all but now have 2 targets, soon to be 3.

The deputy governor just came out trying to say they do notice the various criticism and then tried to explain how they operate with adding there are a lot of projects on hold but did not say why. She is also one who likes to flaunt her wealth and some have taken notice. She will probably join in the residents attack.

Just at the right place at the right time, the TV was switched to MetroTV, the reporter was outside the gate of the house containing evidence of the "crime", plain-clothes police officers were inside, then 2 trucks leave the house with what looked like (visible on the 1st truck) portable plastic liquid storage tanks (could be empty according to the reporter), thereafter the police came out and put the police line. Did you notice something odd with the procedure?

This is a by-product of the "Son of tax official bashes his girlfriend's ex until the latter fell into a coma" story. The tax official in question has been questioned about his stated wealth, sacked and subject of an ongoing investigation into his various transactions. People on social media are now getting into the act by pointing out officials in "lucrative" agencies whose social media postings suggest a life in luxury and said officials are getting some attention by the relevant agency or the KPK as this Customs official has.

This case might also link to a few Indonesian regional policemen.
There is an “invisible hand” so the press calls it try to prevent the case go into public persecution.

This is what they have tried.
  • The regional policemen send a note to the hospital that the victim David Ozora was actually the person who started the fight. So, from doing this the hospital could refuse the cost of hospitalization to be covered by insurance. The insurance is void based on the general TCs.
  • The cost of hospitalization amounted to just under Rp1b, so If the hospital refuses the victim’s insurance, all cost will need to be paid by himself. If he could not effort it, than the alternatively justice route is to use the so called “restorative Justice” where the perpetrator could offer help, to pay all of the costs. If the victim accepts the offer, the case will not go to criminal court for prosecution and therefore could be hidden from public eyes.
  • Also, the regional policemen are reporting it as a mild prosecution rather than heavy persecution. In fact, the victim was in Coma for sometimes and when released from hospital get a permanent brain damaged, making him permanently disabled.
  • Under the regional policemen custody, and reconstruction there are a few anomaly that you would not not have expected anyone under a policeman custody.
  • It is only after the case is taken over by the metropolitan, national police, it becomes a totally different case.
  • The case takes more than three months before going to criminal court.
This is a small case but this is just another tip of the iceberg how serious some people working in police force out there who supposed to be in the front line of the justice system
Also it seems that now the press has more freedom to reveal the case like this to public. The awareness of Indonesian people making the caselike this went virals in social medias. Not to mention there are still some good people working in the police force want to see change the image of policemen.

To answer this question, you will need to answer this question first.
"Why there are so many people want to become a civil servant in Indonesia?.

If you see in any national job advertisement for civil servants there are so many applicants and only very few get accepted.

The answer is if you add all of the allowances their income is competitive, if not better than other alternatives in non public sector. Not to mention job security, pension, insurances and other privileges which are not available to non civil servants.

The job security of Indonesian civil servants is incomparable to job security you see in developed world. They will only get fired for very serious misconduct, and augmented with relentless criticisms from public as the result of the case being revealed by the press and social medias. The process is very lengthy. During Suharto regime the civil servant were one of his key winning strategy to get Re-elected. The civil servant must vote the party who always nominate Suharto as the Indonesian president, making him the sole candidate in any presidential election.

The amount of allowances they get is incomparable to civil servants allowance in the developed world. So when a person assumes the basic salary is the income they get and start comparing it with the civil servant in developed world, that is where the confusion will come from.

Their basic salary is that but outside that, they also receive plenty of allowances.
My younger sister is a civil servant working for one of the ministries. Her basic salary is only around 3mill, but her take home pay could easily reach 12mill. Here's a catch though,her holiday allowance (THR) is only her basic salary.

I dont know how these things work for those officials though.

Something I forgot to mention is the discount on the land tax that Anies implemented for governmental employees (incl. teachers). Well it’s more a remission.

Land and building tax (Pajak Bumi dan Bangunan/PBB) is a tax on property chargeable on all land and/or buildings. It is a regional tax so the local administration has freedom to decide on the regulations.

Normally it is 0.3% of the NJOP (the official value of the property) or so. So if you have a house of 5 billion, it would already be 15 million per year. Not bad, a present of $1,000. Also, the widow(er)s of civil servants can still benefit from the exemption.

Do tell, how does she earn these extra 9mill of allowances?
She travels all over Indonesia on weekly basis. She only meets her husband only for 2-3 days a week. She got travel allowance, meal allowance, transportation allowance, education allowance that allows her to continue her study. Her meal allowance doubles when she travels and that is outside her travel allowance. She also gets position allowance (or what we call tunjangan jabatan). That counts for the additional income.
