It's below the minimum wage, so no. But even if the basic is 6, various allowances they get would increase it much higher

You can not compare the system here with western countries. It‘s really for laborers in medium and large companies, micro companies etc. are excluded. And as @Helpful Herbert states, for government officials there are (other) compensation schemes.

Mayors in the DKI for instance, get quite a lot of money for expenses, which they can use for miscellaneous purposes. The expense compensation is based on the taxes that province/regency collects. The bigger the better. Now if you add this to the base, it puts them on the same salary level as VP’s in larger western companies (excl. bonus of course). But that’s for the DKI, in rural areas it’s much less.

This guy Esha Rahmanshah Abrar, works as an Employee of the Ministry of State Secretariat Gol 3C, He is head of a Subsection. The salary of 3C class civil servants is between Rp 2,802,300 and Rp 4,602,400. Let’s say he will end up with 10 juta net or so, that obviously is not enough to afford such a lifestyle.

Translation of regional regulation for government employees (PNS):

The salary components of civil servants are: Basic salary, Family Allowance, Position Allowance/Certain Functional Allowance/General Functional Allowance, Rice Allowance and PPh Allowance Article 21.

The basic salary amount has been determined in the salary table, adjusted to the work process and the group. For example, a Civil Servant Group III/a with a working period of 7 years, the amount of basic salary is 2,696,200. For Civil Servants Group III/b with a working period of 12 years, the amount of basic salary according to the salary table is 3,84.200.

Family Allowance, for civil servants who are married, husband/wife allowance and child allowance (maximum 2 children) whose amount is 10% and 2% of the basic salary, respectively.

Position/structural allowances are given to civil servants who head an organizational unit or lead a work unit. The amount of job allowance for Echelon 4A is 540,000, Echelon 3B 980,000, Echelon 3A 1,260,000 and Echelon 2B 2,025,000 and so on.

Certain Functional Allowances are given to a group of positions that contain functions and tasks related to functional services based on certain skills and skills (there are 42 types of functional positions), for example, education personnel, health workers, archivist and others. The amount of allowance is different for each position, distinguished based on expertise and expertise, and given based on the appointment decision of the authorized official. For example, for teachers with group IV, the amount of allowance is 389,000.00, for nurses the amount of allowance is 850,000.00.

General Functional Allowance is given to civil servants who do not receive position/structural allowances or certain functional allowances. The amount of allowances for groups I, II, III and IV are 175,000, 180,000, 185,000, and 190,000 respectively.

Yes, I agree .. with salaries that low, it opens the door for corruption. Yet, I doubt this employees salary would be 4 juta. That cannot be right?

IDR 4m is only the basic salary. Civil servants in Indonesia officially have multiple allowances as part of their official incomes. So it is difficult to compare with other countries without taking this into consideration.

This is just one example of the official salary of the civil servant e.g Vice Chancellor / Chancellor in Indonesia in a state university in Indonesia.
Basic salary: IDR 4.4 million.
General civil servant benefits (total): IDR 2 million.
Honor allowance : IDR 4.4 million.
Additional allowance due to Professorship: IDR 5.5 million.
Professional allowance (certification): IDR 4.4 million.
So while basic salary is IDR 4.4 million, their official salary they legally receive will be IDR 20.7 million. Apart from this there are also various small allowances but if it is combined could be meaningful. Example of that is suit/clothing allowance, travel allowances (different with the reimbursement of the travel cost), etc.

In Addition to this, like in other countries the Indonesian civil servants have a very good guaranteed pension schemes. This is by far more superior compared to their counterpart in private sector pensions which the employers hardly ever contibute to their own employees pension pot.

Yes the system is broken but keep in mind the current government inherited the system from accumulation of problem from the former governments. As previously mentioned during Suharto Regime Indonesia was either the Most Corrupt Country in the world or among the top ten most corrupt countries in the world. The current government / president have revealed so many corruptions / grafts cases and put people in jail more than all former Indonesian presidents combined.

Indonesia will need an iron fist president that rule for multiple terms who himself is not corrupt to change this corrupt mentality, to eradicate this pandemic. A good example in south East Asia is the former Malaysian President Mahathir Muhammad.

Another one that hinder Indonesian development is religious extremism.

The better example would be Lee Kuan Yew.
Lee Kuan Yew is one of the example of good prominent SE leaders but he has never faced a challenge with Corruption, where corruption is a pandemic, rooted like sub-culture among their citizens.

Regarding Mahathir Muhammed, he was re-elected despite his age due to Malaysian people see the raise of corruption to alarming level under Najib Razak government. You might be right regarding cronyism, nepotism and racism.

Singapore Ranked 5th Least Corrupt Country in Transparency International Corruption Perceptions Index 2022, 31 JAN 2023.

So while Lee Kuan Yew is one of the example of successful model of a prominent Asian leader that have contributed significantly making Singapore one of the most prosperous countries in the world, he is not a good example of a leader who successfully fought the corruption as has never been put into that test. SG has never been in the situation where corruption is in alarming level.

Corruption was huge in Singapore because of many factors, including inadequate laws, unwillingness in the government, insufficient manpower in the enforcement and anti- corruption agency, great disparity in pay between the public and private sectors, lack of commitment amongst enforcement officers etc. Sounds like Indonesia, right?

I hope here it won’t take decennia to get a good CPI ranking.


NB. Don‘t see the use of mentioning the Suharto era, it has nothing to do with whether Singapore was corrupt or not. We are talking about the 50ies and 60ies here, while there was no CP Index yet. And Suharto was still commander in Central Java.

Yes SG was not like today the Singapore Ranked 5th Least Corrupt Country in Transparency International Corruption Perceptions Index 2022, 31 JAN 2023. But it has never faced a challenge like Indonesia under Suharto regime, where Indonesia was either the Most Corrupt Country in the world or among the top ten most corrupt countries in the world.
Singapore has always been among the top least corrupt countries in the the world, on the list published by transparency International based on Corruption Perceptions Index (CPI). Corruption is everywhere, even until today you still see corruption exist in developed world.

This is the data in 1995 for instance, it could be observed CPI year by year from transparency international.
In 1995 (still under Suharto Regime) while Indonesia was the most corrupt country in the world, Singapore was still Top 10 least corrupt countries in the world.

LKY would certainly be a better example of eliminating corruption amongst the rank and file. Not so much for those at the top though.

Yes, some have the same religion as me, and it's even simpler, just pray, confess your sin and ask for forgiveness. Voila! All is well and forgiven. But I don't believe in that because 1. how do I know God has really forgiven me as there is no direct confirmation from God, 2. I believe in karma.

The detention of the regent Ben Brahim S Bahat and his wife Ary Egahni is currently hot in the news. Ben has been the Regent of Kapuas for two periods. His wife Ary had become a member of the DPR RI Nasdem Party Faction.

According to the Deputy Chairman of the KPK Johanis Tanak, both of them became suspects in the alleged corruption case of the Kapuas Regency Regional Work Units (SKPD) in Central Kalimantan. The amount mentioned is 8,7 billion rupiah.

Ben and Ary were kept in the KPK detention center after being interrogated by investigators. "For the need for investigation, the team detained their respective suspects for the first 20 days," said Johanis Tanak during a press conference yesterday at the KPK Building.
