Yes, currently VOA is only available in Bali.
And the 23 countries is based on citizenship (passport), not departure. That is how I understood it from the Surat Edaran, and Imigrasi's social media accounts confirm that's how they interpret it (2nd photo):

 
yes it is confusing as some dont determine between citizens and travellers and visitors from those countries
eg a Brazilian coming from NZ would be denied but a Kiwi coming from Brazil would be allowed in?

There are definitely major holes in this quarantine bubble. But, I'm sure they're going to scrap all of it soon, as situation allows.
For those of us who are not in Indonesia and not "in the loop" (or should I say, in the bubble), would you mind extrapolating from this thought? Why do you think they will scrap it, if the rates keep going down? Politics?

I must be missing something in the fine print. It seems pretty clear that the VOA applies to CITIZENS / Passport Holders of those 23 countries (let's leave the Jim Carrey movie out of this please) flying in to Bali.

Like R. Cameron, I don't see any mention there of transits, number of stops, or direct flights. The IAH > Singapore > Denpasar itinerary mentioned by another member is probably the closest thing to a "direct" flight from the US, and even that one involves one international transit point.|

If there are additional qualifications or requirements (other than the ones listed: citizenship, passport, covid documents, return or onwards ticket), surely someone can find them and post them here.

Well even 2 different OFFICIAL govt releases have been confusing and don't distinguish between a citizen or a visitor

As I said, to make it a citizen doesn't make any sense at all
It is the departing country that "should" count.
Why should a Malaysian flying from hotspot Brazil be allowed to walk in but a Brazilian who has been in New Zealand for 20 years be rejected

Pretty sure corona is not that race specific yet.
How come then only Emirati can come in from Dubai?
But not Italians or Swedish or Danish?

Affirmative, the VOA apply for the citizens/passport holder from 23 countries, regardless of the departure airport.
Might not make sense for some people, but that's what the regulation say.
In fact, from the legal/law perspective does make sense.
 
Some of the official releases only mention visitor passenger etc etc not "citizen"
 
Very clear. As per Undang-undang no. 11 tahun 2011 :
(2) Orang Asing yang dapat diberikan Visa kunjungan saat kedatangan adalah warga negara dari negara tertentu yang ditetapkan berdasarkan Peraturan Menteri.

Warga negara = citizen

Whether it makes sense to you (or me) is not the point. Some people are here to discuss the topic sincerely and / or seek actual information, not to absorb the opinions of someone who apparently just wants to poke holes or shoot the whole balloon down, for whatever reason(s).

For the first time since the pandemic started two years ago, Indonesia has reactivated its visa on arrival (VOA) program specifically for foreigners visiting Bali – albeit only applicable to travelers from 23 countries to begin with.

These countries are Australia, the US, Netherlands, Brunei, Philippines, the UK, Italy, Japan, Germany, Cambodia, Canada, South Korea, Laos, Malaysia, Myanmar, France, Qatar, New Zealand, Singapore, Thailand, Turkey, United Arab Emirates, and Vietnam.

“The new rule is effective Monday (March 7) and only applies for foreign tourists who want to visit Bali,” said Achmad Nur Saleh, the spokesperson for immigration affairs from the Ministry of Law and Human Rights.

Visitors from those countries who are fully vaccinated and have received booster shots can skip quarantine as long as they provide confirmation that they have booked a three-night stay at a local hotel.
 
Let's be realistic, it's based on passport country because that is what is easily checked upon entry. It would be a nightmare to check the departure country (and previous 14 days of travel?) for every person entering. So why those 23 and not the other ~180 countries of the world? I don't know, but I suspect it has more to do with historical tourist numbers than it does current Covid cases.

Agree here. If you were to make a Venn Diagram of the countries with the highest tourist spending in Indonesia vs. countries on the list, I imagine there would be a pretty large overlap.

(shrug) It's the source posted here by someone else, and others are also referring to it. Whatever it may be otherwise, that doesn't make this particular item "gossip".

As I said, you seem intent on just shooting down this balloon by whatever means you can. To follow the metaphor, I would suggest that the most effective "weapons" for that would be arrows, darts or bullets - that kinda thing - which in this actual case would be facts. You still have not used any. It surprises me. Maybe it shouldn't?

Should I not believe this post from a "gossip website" - when other outlets are apparently reporting the same thing? Should I instead believe the opinion of one poster on this site - apparently backed by zero facts - based on his opinion that "the interpretation / statement does not make sense"?

PS: I am not attacking "you". I do not know "you". You are an icon of an Emirates (football jersey?) and a bunch of posted words to me. A lot of those words in this particular thread, um, don't "make sense" to me. Why does it matter? This is an informational thread for users of the forums. I'm (relatively) sure that opinions are allowed here, but in mine, one should not use them to argue against what seems to be a fact.

How about this: I'll stop replying to whatever you say. You're cordially invited to do likewise. I don't think "you" and "me" are going to have a meeting of the minds here.
