Quarantine back to 7 days starting December

I'm seeing videos from today of massive queues at Soekarno Hatta terminal 3 whilst waiting for pcr tests. There was mention of a 5 hour wait.
They also are mixing in the return haj flights with normal flights. The haj flights have recently had high positive rates so this seems like a crazy idea in a small confined area.

My guess based on previous international flights, it depends on the time of day on how busy it is going to be. I know returning to Dallas, if I get one of the early flights that arrives between 7:30-8:30am, it isn't going to be very busy. Now if I get a flight that arrives between 2-5pm, I know to expect queues as that is when flights from Europe and the Middle East are all arriving. Same when transiting through Tokyo Narita. Early flight arriving flight from Jakarta has almost no wait time where transiting to get back to Jakarta, between 3:30-4:30pm, there tends to be when they are really busy.
