Hi there,

I’m an ex-Indonesian citizen who is currently living in Australia. I’m thinking of applying for an E32D diaspora visa. The thinking behind this is because I need to have an Indo bank account legally (so I can send regular payments locally) and would like to invest in Indonesian shares.

I still have an Indo bank account which is linked to my old KTP and not sure what the consequences are if I keep using it, especially with the new Payment ID and NIK integration coming up.

Back to the E32D visa, my questions are as follows:
1. Will I be able to obtain a bank and stock brokerage account in Indo?
2. I assume I will need to get an NPWP also? I still have my old NPWP but not sure whether this is still legit.
3. Can my wife be the guarantor of the diaspora visa?
4. Does this visa have a minimum stay requirement in Indo? For example, if I only stay for 2 months and then head back to Australia, will the visa still be valid?
5. Will I eventually be able to get a KTP again?

Yes for a bank account . I don't know about stock brokerage account .

Maybe you will need a NPWP for a stock brokerage account . I think that your old one is valid and you need to ask your Kantor Pajak to use the NIK as its number (if you didn't yet) , and probably you will have to pay fine for any annual Tax Return Report you didn't present , if you didn't ask to 'inactivate' the NPWP .
3. Can my wife be the guarantor of the diaspora visa?
Assuming your wife is Indonesian , yes she can sponsor you , but if so you need to request the 'Spouse of Indonesian Visa - E31A' (same price and similar benefits) .
4. Does this visa have a minimum stay requirement in Indo? For example, if I only stay for 2 months and then head back to Australia, will the visa still be valid?
No minimal stay requirement for either E32D or E31A . But later when it becomes a KITAP , then it will have a maximum time abroad per trip of 1 year .
5. Will I eventually be able to get a KTP again?
Only when you get the KITAP (with the E31A you can get it after 2 years of marriage , quicker with the E32D) .

You could encounter quite some problems since it seems you never canceled your Indonesian citizenship (?) and -or at least- all administration around it.

If you think about it; there is still a NIK on your name. That number is unique for every person and you don’t want two. If you have a 02 at the end the chances are they will give you a 04 or so. (for those who don’t know; read the explanation on the number here.) That is not at the ITAP stage btw, the SKTT is similar to a KTP and available for ITAS holders. Fastpitch had some ‘great’ experiences with CatSip after moving….depending where you (will) live they can be very professional or extremely ignorant.

NPWP transfer is another possible issue. Obviously that should have been canceled at the time which could be very smooth or torturous; we have seen both here. Similar for a bank; perhaps they will accept all new info without any issues perhaps they will require a cancellation (WNI vs WNA) 🤷🏽‍♂️

... E31 visa seems to be intended for non-ex-Indonesians.
Assuming you are talking about the E31A Visa , see below its official rule .

It does not mention any restriction to ex-Indonesians .

The more credentials/specific good situations you have/are in , you will have more visa options (not the inverse) .

Article 43 of PerMen no.22 Year 2023 - simplified translation
(1) Applications for a residence visa for a foreigner who is joining his/her Indonesian spouse ... must be submitted ... with:
a. a passport valid for at least 6 months;
b. a request letter from the Indonesian spouse;
c. proof of living expenses;
d. a recent color photo; and
e. proof that the foreigner has legally married, consisting of:
1. proof of reporting or registration at the Indonesian Embassy/Consulate , and a marriage certificate translated into Indonesian by a sworn translator (except if in English) if the marriage took place outside Indonesia; or
2. a marriage book from KUA or marriage certificate issued the Registry Office, if the marriage took place in Indonesia.

I suggest ex-Indonesians with ITAS/ITAP to :
  • show your still valid NIKs (from KK) to Kantor Catatan Sipil/CaPil when requesting your SKTT or KK WNA & KTP WNA there (otherwise CaPil may generate a different NIK) ;
  • cancel your old KTP WNI (if not expired yet) .
Note : see related penalties stated in the Law (below) .

I had a different NIK when I got my NPWP , but even so I recently requested my new/different NIK to be used as the new number for the NPWP without any problem (but I am not an ex-Indonesian) .

To ex-Indonesians with old Indonesian bank accounts opened as Indonesians , I think it is important to ask the bank to change the citizenship and use the foreign passport + ITAS or ITAP instead of the old KTP WNI .

Since the enactment of the single Population Identity Number (NIK) policy in Law UU no.23 Year 2006, Article 13 paragraph 2 about Population Administration stating that the NIK is valid for life and forever, granted by the Government and issued by the cities' Registry Office to each resident after biodata registration has been completed. Thus, the NIK is integrated to the central government and is no longer the responsibility of regional governments.

With the single NIK policy, every citizen only needs to register for an electronic KTP (e-KTP) once in their lifetime. If someone registers more than once in different locations, there is a possibility of duplicate data on the e-KTP. Duplicate data is a condition where a person's population data is recorded more than once, potentially resulting in identity discrepancies. Anyone holding multiple e-KTPs can be subject to population administration criminal charges under Law UU no.24 Year 2013 concerning Population Administration.

So, what should be done when duplicate data appears on an e-KTP?

Duplicate data can be eliminated through several steps, including:

1. Submit an application by filling out the form and submitting the required documents to the sub-district officer.
2. Bring requirements such as a Family Card (KK) or a comparison ID card.
3, The officer will verify the application through KLAMPID and download the KK/Family Card.
4. The applicant will receive a document in the form of a KK/Family Card.

These are the systems, mechanisms, and procedures for deleting data on population identification...

I think you meant to say "With E32 you need to invest X amount"...
Just to clarify . The Diaspora Visa E32C (2 years) does not require an investment , but requires a sponsor (I guess any close Indonesian relative can sponsor) .
 
... So the only reason to apply for E32C is that it doesn't have the 60-day stay period?
Each individual may have a/many different reason(s) for choosing anything , but this looks like a wrong reason . Can you explain this "doesn't have the 60-day stay period" ?

About Indonesian Visas in general :

a) the basic differences are :
  • stay's/visit's time duration & fee (longer stays have higher fees) ,
  • visa types , targeting specific foreigner's classes/situations ,
  • requiring a sponsor or an investment ,
  • not requiring sponsor nor investment (30 days Visa Free , 30 up to 60 days Visa-on-Arrival , 60 up to 180 days Tourist Visit Visa , ...) .
b) shared characteristics are :
  • after a visa is issued it has to be used within 90 days ,
  • a visa is always paired with a stay/visit permit ,
  • now when you request a visa online it means you are requesting also a stay permit and (when applicable) a re-entry permit too ,
  • now a visa is to be requested/paid online and after being approved , it is sent to the foreigner's/sponsor's email and/or it will be available for download at the evisa website (no need to go to Embassy/Consulate) .

Note : maybe I missed something

Hi, I am ex-WNI holding Singapore Citizen, I would like to apply E32C that my brother can sponsor me. May I check after getting KITAS, can I apply KITAP immediately or I need to wait for years. I explore in some discussions and noticed there are several versions.

Anytime after you get the KITAS (see below) .

But as you will be getting a 2 years KITAS , could you tell us the reason for wasting it in order to immediately get the KITAP ?

Thanks Marcus, may I check if ITAS and ITAP holder can do SME business without PMA or PT.

In general foreigners cannot own SME nor work in SME .

Examples of exception :
  • a foreigner holding ITAS or ITAP sponsored by his/her Indonesian spouse may work informally in a small business owned by the Indonesian spouse (Immigration needs to be officially informed about it) .
  • I guess also a foreigner with a "Digital Expert" E23Y Visa/ITAS/ITAP , but not sure .
