In my view , BPJS officer makes a mistake by allowing foreigners in that situation (see below) . This mistake may be happen because BPJS Health has a rule that a registration for Indonesians must be done for all persons listed in a KK .Foreigners on spouse visas are not even allowed to get BPJS unless they are on the same KK as their wife,

2. Participants (of BPJS Health Program) are all people, including foreigners who have worked for at least 6 months in Indonesia, who have paid Health Insurance Contributions.
Do you have the rule about it ? I did a quick search but didn't find anything about how the KK should be in a mixed marriage situation .and since about 2018 it has been compulsory to have separate KKs.
What I know by experience is that I got a KK in 2013 separated from my Indonesian wife's KK .
