MERP on KITAP

I wasn't aiming my reply at you. Everyone who thinks they know what to do.

As for you not required to have KTP and KK for your KITAP 2 years ago, I had to produce them 4 years ago. Not that either immigration was right or wrong, just shows they all think they know something differently. A problem many have faced for a lot of years.
Ok 2 years not needed, 4 years ago needed. What about this year?
 
I'm sure every office and every officer within the office has there own interpretation of the rules/laws . I've never been asked for KTP , KK by immigration , police , kepala desa or any other authority here in Java Timur but a mate that lives here on and off and deals with Bali Immigration has had to have/show them every time he's been to the office in Bali . 3 weeks to renew my kitas , 3months for conversion to kitap . His kitas renewals were 3 days and his kitap conversion 10 days . Different documents required by different offices/officers , computers down , biometrics machines down etc etc etc . Went from pay at the office to bank transfer to Jakarta after it was discovered they had been overcharging for renewals ????

This confusion doesn't surprise me. There is a huge lack of communication between people here in Indonesia. It's an everyday thing I see here. So confusion in the Government seems only normal. Requiring tons of paperwork, when we're in the computer age seems inefficient.
Probably the overcharging at regional offices was due to the low wages, and long hours the staff were putting in, so they accidentally lined their pockets!
It seems your friend dealing with Bali immigration was much more efficient than where you live?

I did mean that from Kantor Imigrasi Karawang's website (dated around 2 years ago) , it didin't required the KK & KTP WNA (not my own experience) .
Not that either immigration was right or wrong, just shows they all think they know something differently.
I my view , one is right and the other is wrong as usually there is a detailed rule that they have to follow and this is not a subject that could cause different interpretation of the rule .

I guess there is a misunderstand here . The 2 cases (requiring KTP/KK) we talked about were when getting the unlimited KITAP (2nd KITAP) and the 2nd Re-Entry Permit for a KITAP . The cases you mention are KITAS extension and (I assume) KITAS conversion to KITAP . In your cases you & your mate didn't have yet the KK WNA & KTP WNA .

In my 16 years directly dealing with Immigration , I was never overcharged . When I paid at my Kantor Imigrasi there were always invoices/bills (specifying the services and fees) to be paid at the cashier which I got them back stamped "LUNAS" (paid) .

My experience isn't for 16 years but I have the same outcome. I have never been overcharged for any government expense at any level.

Unfortunately I was overcharged at my city's Kantor Catatan Sipil back in 2010 until 2013(?) , after that it improved the services and didn't charge anything (all gratis) .

Same here. Never paid a rupiah extra to Immigration but CatSip from 2012 to 2015 was over charging me. The same people doing that slipped up when it came time to process my first KTP and only wanted me to get another KTTP which they had some method of pocketing some cash. I documented everything and even let my phone record his demands and presented my documents and current laws with names and demands from the CatSip personnel. 2 weeks later the Dinas was fired, one individual took retirement, and 2 other individuals were demoted to areas they will never deal with people. A week after their changes I was called in to meet the new Dinas who accompanied me to the new person in charge of issuing KTPs and there before her was my PowerPoint presentation printed out in a big file. Everything went smoothly after that. She has retired now and her replacement already had been informed about me and things continue to run smoothly at no charge what so ever..

New fee schedule , December 2024 , on the Director Generals web site still shows the Kitas/Kitap/Merps listed as separate items/fees . With several monthly Merp options and yearly options more in line with the Kitas/Kitap periods , 1-2-5 year and a new 10 year option . Also an Unlimited Merp option for the Unlimited Kitap . And big fee increases . A new 500,000rp fee for any detail changes , previously free .

Alright great, so now to try and figure out how to do it online. I've Already looked onto the new evisa site and can see my KITAP but there is nothing there about MERP...has anyone done this yet?
Of course alternative solution is to just try and get guidance from my local immigration.

But also just to delve more into this specific part:

Does this mean that when you purchase a new 5yr KITAP you have to buy a 5yr Merp with it? as it clearly states "Holders of Permanent Stay Permits are given a Re-Entry Permit whose validity period is the same as the validity period of the Permanent Stay Permit." Which is the whole point of the new law, to avoid this unnecessary need to come every 2 years to renew it, it only happens at the time of renew the KITAP...but what about us stuck in the middle?

Thanks. I have double checked on the evisa site and there are only 3 actions for my KITAP "Extend", "Conversion" or "Bridging Stay Permit"

I think easier just to go and find out at the immigration

What can you convert the Kitap too? Also what is a bridging stay permit?
 
With your KITAS, do you have to report to Catatan Sipil too? with KK and a temporary KTP / NIK?
At Kantor Catatan Sipil I got only the SKTT/Surat Keterangan Tempat Tinggal/Temporary Residential Card , which was a paper card equivalent to a KTP (now is an A4 paper size) and so it also has a NIK .

Last year in June, when I needed to renew my Kitas permit, they wanted the Surat Domilcili letter. Since I had moved from Karangasem, to Bandung district, I was told I needed a Surat Pindah first. i had never heard of this. i asked my agent, and he said He didn't know about any such Letter? I was dumbfounded! i called the Hotel owner where I previously lived for four years during the Covid Lockdown, and wouldn't help me.
This was so stressful, because I didn't have a clue about any of this, and what to do. I had to ask a friend who ran a Warung in the village I had been living in, and she went to the local guy,that does this stuff, not the Kepala Desa. And got the Surat Pindah. Then I brought it over here to Sembung and where I live now, they took it to the Catsip or whatever he's called, and got the Surat Domicili. Then they gave me photocopy's of their KTP and proof I lived here.
So much hassle to get a new Kitas stay permit! This is Ridiculous, that so much information is needed for someone to move only 50 KM.and to renew the Kitas. This year I will have stayed 5 years on the Kitas, so it's time to change to the Kitap. I truly Dread, when I have to start this process. I will go through my agent and Pay a lot more, but all the Information, and Page after Page of Documents needed is too much for my Brain to handle! I can only Hope🙏, I get the Five year Stay permit and I don't have to deal with this Idiotic procedure for a long Time! 🤪🤷🏼‍♂️🙀

In my view , you probably didn't need a Surat Pindah/Moving Letter . It is normally required from Indonesians who just moved to the place . But when a foreigner just move to the place , Pak/Ibu RT usually doesn't ask for it (probably assuming we just came from our country) .
In my area , this is how a get a Surat Domisili/Residence Letter : I get a Surat Keterangan/Statement Letter (stating I live here) signed by Pak/Ibu : RT + RW ; with it I go to Kantor Kelurahan and they issue the Surat Domisili . As far as I remember , from the required documents Kelurahan doesn't know if I moved .

Thanks, While I was living at the same place in Karangasem, I didn't have any problem renewing my Kitas, for three years. It was only when I moved to Sembung, (Bandung) that someone said I needed the Surat Pindah. I forget now who. But, as I said, it was a Major pain in the butt, They knew I had just moved from Karangasem. Well now that I have lived in the same place since all that was done, I assume it will go easier like it did before in Karangasem.
It was easy before. As s you said, I just needed proof of residence, then the landlord of my hotel went to the Kepala Desa and got the Surat Domicili. What are Pak/Ibu Rt and RK?
It was funny though of all the documents required. I had to show the KTP of 2 Pembantu's? Proof of residency, bank statement, etc. I thought it strange I had to have 2 Pembantu's? 🤷🏼‍♂️🤪🙏👍

Pak/Ibu RT and Pak/Ibu RW are (as fa as I know ) elected community leaders to whom the city Government delegates some minor functions , like : residence statements , administering local : trash collect , security , ...
It was funny though of all the documents required. I had to show the KTP of 2 Pembantu's? Proof of residency, bank statement, etc. I thought it strange I had to have 2 Pembantu's? 🤷🏼‍♂️🤪🙏👍
These were some of the required documents for being eligible for the Retirement e-ITAS/KITAS . There is now a new rule that does not require hiring 2 Indonesians anymore (by increasing the available money you must have - before it was only US$2,000 per month , now besides this US$2,000 you must have US3,000 more per month , if I am not mistaken) .
