I guess it depends in what manner they were known to the police- people being suspicious of them & reporting them to the police: Not a whole lot the cops can do without further investigation & evidence.
Known for other reasons : wife beating or squabbling with neighbours- does not a terrorist make.. so it is about in what capacity they were known.
The UK may well be a nanny state but is not yet a police state.

Unfortunately there have been serious leaks in the usa regarding information sharing with the uk ,pertaining to bombing evidence , this unfortunately could have a negative effect on catching all the " bastards " .

Quite amazing numbers: They say that there are 23.000 possible terrorists in the UK, of which 3.000 are constantly followed, observed and even tailed.

I wonder how accurate those numbers are or they were 'leaked' for the public to know. I am willing to guess the number that is followed, observed, and trailed is higher.

So how long can you go on like this, you cannot possible keep control of such a large number, the cost must be enormous, should we round them all up, or just keep an eye on them all in the hope you don't miss something, who decides if someone is dangerous, they knew about dumbo, warned five times, he wasn't quite right in the head, so how do they determine who is dangerous, and how do they come to that conclusion

Facts emerging is the bomber was known to USA security and they had advised the UK Security Agency. It is also reported that three times members of the mosque he frequented advised 'some' authority over their concerns about the bomber....and yet nothing was done.
Imo the UK tradition of balance between civil liberties and security is out of balance and not looking after UK security adequately.
When I return to Canada I'm asked where I've been and when I mention Indonesia I'm further quizzed as to what was I doing, who and where did I stay etc. It isn't difficult for me to convince I'm no terrorist and I'm not offended by the questions as I realized they are just making certain...what I find Ironic is most immigration officers I meet at the airport are of Indian, Pakistan or Arab descent.
