KTP Orang Asing compulsory?

Thanks Atlantis for your prior 2 posts about the ITAP extension. I will continue to check out that KITAP renewal thread as I prepare for my renewal at the beginning of december...

The only way for you (all4ywh) to get an ITAP of only five years is to do as per Davita's #55:

  1. EPO
  2. VITAS then ITAS
  3. ahli status ITAS mejadi ITAP

Not worth the hassle and perhaps not even economically an interesting solution if you add all the fees + visa run.

I bought a house in Canada from an Actuary. I'd never heard of an Actuary before so asked him what did he really do...by the time he finished explaining I realized not only was he boring, but the whole profession must be the most boring activity......ever!

Nevertheless, I did learn he used mathematics, formulas and equations to decide which action was best regarding risk/reward and predictive opportunity. This info is used by Insurance Co's, Governments and Banks for predictions....etc.

So...I applied the same principles using the cost of the 2nd indefinite Kitap versus the cost of returning to multiple Itas. I didn't cost the trip as I would integrate into a holiday anyway, but, most important, my age when renewing (83.5 years).

The figures indicated I'd need to be 93 before breaking even. I've no intention of being a 93 year old.

J/K..... I'm only trying to stop my brain from mushing. I'll get the 2nd Kitap when needed and live till 100 just to spite Imigrasi.

Always difficult though to 'put a number' on your own time invested. (Also for MERP and reporting.) And the dependency on an agent is also rather subjective. (I have no lansia but that would trouble me here, with ITAS at least you can start fresh with another.)

The Surat Pindah saga continues.

Went to CatSip, JakSel as CatSip Lampung insisted we do in order to get the Surat Pinda OA that is required to get my KTP-OA. Deer in the headlight look. Sorry, I don't know what you are talking about he tells us. Oh, to get in the system so Lampung can process it. Nope, clickity, click, click. You are in the system. Maybe he says, you need a FOE19 that looks like this strange paperwork. OK, give us one of those. Can not he tells us. We explain how CatSip Lampung says we have to deal with him because they only talk to you and never DINAS DKI Jakarta because they have nothing to do with you. Sorry he tells us, have never dealt with anyone from CatSip Lampung. As for DINAS DKI, they are our bosses so whatever they gave you should be correct. We explained it wasn't and that is why we are here. OK we said, hiw about you calling Lampung and explain it? No can do because it's a different jurisdiction. OK, give us the FOE19. Sorry he tells us, first you need to go to DINAS DKI and get it and then bring it back to JakSel to process. For Christ sakes.

Off to DINAS DKI. Seen the same officer who processed my Surat Pindah that Lampung originally requested. Right away he remembered us and asked why we were back. Told him what Lampung is having us do and that we now need a Surot Pindah OA. He told us to hold on a minute and made a phone call. When he ended his call he asked us to accompany him to see his boss. We did so. We again explained what we have been going through and when finished he told us that since I have a KITAP I can't get a Surat Pindah OA. That is only for KITAS holders. We explaind how when we first moved to Lampung I only received the paper SKTT and it did not include my NIK number and this was questioned by us only to be told they don't do the cards there and the document number is my new number. He collected copies of my 2 paper SKTTs, old kitas and my current KITAP. He then ask if we happen to have a phone number for them. We did and handed it over.

He called them and spoke to the young lady who is rather new and just does the job her superiors tell her. The DINAS supervisor seemed to be getting frustrated telling her over and over how things were and are to work. Finally the young lady handed over the phone to the male superior who is more interested in cash then doing his job. The supervisor on our end tried explaing how they were wrong and it is they that messed it all up 2 years prior and continued to do so since. I Guess the Lampung supervisor wasn't listening and the Jakarta supervisor's voice stated rising to where he was actually yelling at the Lampung officer. The Jakarta officer didn't let up on him and after almost 15 minutes of some serious talk, his voice settled down. It seems the Lampung officer just got schooled in procedure. The talked almost 30 minutes in total. When the Jakarta officer hung up he turned to us and said everything was taken care of.

We asked why and he explained to us that Lampung messed it all up over 2 years ago when I transferred CatSips. They should have requested a Surot Pindah OA at that time but instead said they had everything they needed. They didn't even process the SKSKS or anything else. After 2 years of most likely knowing they were screwed up, then they asked for the Surot Pindah and not the OA in the guise that it would be needed after you get a KITAP when in fact, it was needed while still on KITAS. It was explained to us that all our trips, expenses, and time were all just a waste because nothing at all is needed from Jakarta once I had my KITAP. Thenit being in the system is wrong because I am and Lampung basically just wanted Jakarta to do the work for them. He told us that he believes Lampung now understands their mistakes and they realize the problem was created by them and will be fixed by them. I told him that from what we have been through, I doubt that. He wrote down his number and said to call him if there is any problems. He added, for no reason what so ever give anyone any money. KTP and KK are free. If anyone ask for money, they are breaking the law.

I asked if I should be getting an e-KTP. He said yes but you won't because the system is not set up for e-KTP-OA yet. I said some have gotten them and he told me they shouldn't have yet. I'm still going to show Lampung the UU saying I get one just to piss them off some more. If Lampung get's stupid with me, screw it. I won't get a KTP and just carry my passport just like I have for years.

You meant SKPPS? It is somewhat absurd the administration of a province refers to Jakarta to fix the issue they never properly processed your move.

It seems, the first CatSip Lampung lady was totally incompetent when it came to what she was supposed to do in the first place for a foreigner transferring. Instead of finding out what she was supposed to do, she just did whatever would loog good to her. Then, as time went on, the male CatSip officer of the same rank got involved and aided in the cover up because with the paper SKTT and nothing else recorded he could keep the problem local since I only had a KITAS and figured re accepted what they did. His main involvement it seems was to ask for cash if we wanted anything. No cash, no SKTT even if it was wrong. When he discovered I was Applying for a KITAP he went into defensive mide and insisted we get the Surat Pindah from Jakarta. This was to fix their cover up. I still had KITAS then but had applied for KITAP. We got tge Surat Pindah just like he wrote down we needed. Upon turning it in it came out that we got the wrong form and it should have been a Surot Pindah OA from someplace else. He said, sorry but he won't fix and we will. Back to Jakarta but I know had my KITAP and it seemed the request no longer came into play. The cover up and incompetence was out in the open. Now, we will contact CatSip Lampung and ask when we can pick up KTP-OA and KK and see what they have to say. Could be interesting.

All these petty forms and forms are to keep some Pratt in a job, sadly they cannot even do the job

DINAS Supervisory officer in Jakarta told me that any area that is not a Major city is basically staffed by people that really don't understand what their job is or how to perform it. As he put it, uneducated and a body filling a space. He didn't think too highly of them.

It would help if they trained them, not too hard I would imagine, save everyone a lot of hassle and hardship, oh gosh I'm being silly again

We bit of a set back for my KTP, appears they haven't got whatever they are short of, so there will be a delay in its issue, why should I be surprised, what's the point of having to get an ID if they haven't the where withall to issue it,

Was I being to optimistic, should I have taken advise from immigration not to bother till next year,

ya the same problems in bandung for ktp wna to ektp conversion , cat sip said we have to do it, when we arrived with the relevant docs , ahh the system is broke , that was a month ago , still no progress ! indonesia raya !

Oh surprise, the person who was supposed to organise the ink for the E-KTP or whatever is under suspicion of trying to fiddle, I didn't get it all on the news, so as time goes on more will be revealed, why should we be surprised, perhaps some who is a bit more into Bahasa can elaborate

There are some hot shots under KPK investigation since there were issues in proceurement. But I did not understand that was a reason for delays or so.

e ktp for indonesians isnt much easier. My wife needs a letter from her grade 1 school teacher, even thought she has an indo passport, and even australian immigration believes her identity

It's called job justification, the more people they can get involved in the KTP process the more important they become in their little world

people in banyuwangi having trying for months to get their e_ktp,but the police dont mind taking 50rb off everyone at the police check at Gilimanuk for not having one...except this time coming back to bali with her Sexy mate, they put their makeup on,on the boat, took their helmuts off,and the polisi just asked where they worked and for her phone number!

Went for my SIM (Driver's Licence) at the Satpas SIM Daan Mogot Police Centre - gleefully expecting 5 years expiration. Turns out a KITAP holder can only request a 5 year SIM if they have a KTP. I don't so got stuck with a one year renewal. FML. This infers that KTP's are not mandatory. Just my two bits.
But even I show my KITAP I was told only get a 1 year deal. Can't get hold the law regarding this issue. Any take on this? Thanks

You meant KITAP or KTP?

I'm not sure about the global law on this one, besides the Police regulation of 9/2012, but this is easy to find anywhere (as hukumonline):

So that means five year SIM for foreign residents.
