Did I understand it correctly that the customs duty only comes into effect if you buy from a seller but not if the package is sent privately as a present?

I found out about a week or two ago despite something being sent from family as a gift, you will still have to pay duty on before they will send it to you.

Do you know what happens if they send you a gift with a declared value of $0? Perhaps a birthday card and a craft made by your nieces and nephews, items clearly with no commercial value?
