So if they change their ID cards to "believe in God Almighty" they are free to marry Muslims and register it at the catatan sipil?
No (see below) .

The "Believe in God Almighty" in a KTP means a religion/belief other than Islam, Protestant Christianity, Catholicism, Hinduism, Buddhism, and Confucianism .

According to https://www.hukumonline.com/klinik/a/nikah-beda-agama-cl290/ , in 2023 the Indonesian Supreme Court decided that the Court does not grant applications for registration of marriages between members of different religions and beliefs .

Feeling that the local KUA was not as helpful as we would like we decided to do a little jurisdiction shopping and marry in Bali. We found a great wedding coordinator who arranged the fully legal marriage and documented conversion to Islam. Yes we have our Buku Nikah.
The amount of documentation we still had to get for my wife was considerable but we slogged through it and we did need the KUA to approve a 'get married outside the local area' (I think the form is called N10) but that was not difficult, it's a different piece of KUA and it took 5 minutes.

So we wed a couple of weeks ago on a beautiful sunny day and it was all .. perfect.

My next question will be about converting my Golden Visa to a spouse visa and how that impacts KITAS .. but I'll start a new thread.
