You assumed the news outlets have reported accurately - Not so as I have shown by explaining a couple of glaring errors. I found two with not much more than a glance so there could very well be more, those potentially changing the whole nature of the reporting of fines.
You're essentially accusing the officer of demanding a bribe, and doing so with no more evidence than a now known to be inaccurate report. Just in case you don't know (I mention this because you've already displayed a massive level of ignorance) news outlets take much of their content from
'the wire'. One place get the story then let it out for use by others. That can mean one story is taken, rewritten to suit a given paper's style, then printed. This means papers commonly print total

You gave misinformation regarding the citizenship procedure - Really very stupid as such a deliberate lie is very easy to bust. You also neglected to mention the whole thing from SKIM to receiving the final certificate is in Indonesian, a lie by omission - also very stupid.
