Police corruption investigations are almost always politically motivated. Unless the KPK is the investigating entity, my assumption is that the effort is politically motivated.

I think it is over simplified and unfair. KPK is limited both on the number of case it can handle per year and to cases were the suspected State Loss is superior to Rp 1 billion.
A case which would involve less of a billion of State Loss can NOT be handled by KPK. Such cases are far from being rare all over the archipelago and are in fact a large proportion of the number of cases investigated. Yet, I doubt that a majority of them hide a political motivation to explain their investigation. It doesn't mean that none of them are, but the assumption that they are almost always politically motivated seems unfair considering that POLRI and AGO will instruct the majority of corruption cases.

For you to have a better perspective, here are some 2015 figures (Sumber: ICW):
Total number of Corruption cases for the year and for the whole archipelago: 550 cases
Number of cases handled by AGO: 369 cases
Number of cases handled by POLRI: 151 cases
Number of cases handled by KPK: only 30 cases

I think that you would agree that it would seem odd to say that out of the 550 cases 520 were certainly politically motivated because they were not handled by KPK. Many were genuine corruption case with a substantial loss fot the State and no obvious political motivation.

But as far as higher level corruption goes this is not a very large amount and it is right before an election. The focus was put on Ahok and blasphemy but this puts a question of corruption closer to Agus. And there is an election on at this time.

I think that no-one denied that it may be politically motivated.

It is pretty common during any election in Indonesia to have rumors of corruption tainting successively all candidates. Not long ago it was Ahok (you perhaps remember that Ahok has been summoned and grilled by KPK for 10 or 12 hours over allegation of corruption in the RS Sumber Waras case), now it's Sylviana, tomorrow it may be Anies. This is part of the "normal" politician tactics in Indonesia.

It's pretty easy to taint the image of a candidate over allegation of corruption. Indonesian are not fool and would not be surprised if any or all of the allegations they may hear are one day proven true.

Also I don't think that this could massively shift votes toward one or another candidate. Indonesian are used to it and I doubt that there are many Indonesian to believe that any candidate is 100% OK when it comes to KKN.

Last, note that Sylviana is summoned as a witness (saksi), not as a suspect (tersangka). Whenever there is rumors and allegations, the police (theoretically) must investigate and summon those who have to be heard. It is just routine to this point.

Perhaps, but I suspect the small numbers all around mask the reasons that corruption cases actually break the surface. I would be curious to know the number of cases that do not become cases because the perpetrators simply shared the wealth with the AGO and/or the police or because the corruption involved those entities in the first place or their politically powerful handlers. My point being that when a none KPK indictment is made and hits the press, it is more likely so because the it is part of a political power struggle. When everyone has skeletons in the closet, rattling the bones in public is an easy and effective political tactic.
