SKTT and KITAP

Wife went to police station yesterday to get the unneeded, needed STM. Person to fill it out was actually there. Of course, person that signs it was not. So, Monday our friend will go by and pick up and take everything and drop off at CatSip. Then, we shall see.

The interesting thing with the police here. Not only did they want the normal PP, KITAP, marriage certificate, wife KTP, and her KK, they also wanted a picture of her. When asked why they needed her picture they said, new policy. OK.

After she turned in everything the police infomed her that there are brand new laws now and that we will need to report to them monthly from now on. Wife just ya yaed that. I do believe that once they issue the STM I will not be reporting until I renew the KITAP if anyone even insist on it then. If the police say anything I will just inform them that I like to follow the laws correctly so if they can direct me to the official publications, I can follow them.

Regarding the e-KTP, I was told by my CatSip (Gresik) that the first KITAP is only eligible for the old style KTP. The reason being is that the e-KTP is valid forever, and so was told that I can only have an e-KTP when I get the second (forever) KITAP.

I went to get my KTP at the same time as my wife was being upgraded to e-KTP. And this was when I was told I couldn't yet get the e-KTP until I had the second KITAP. So until 2020 I am stuck with the paper KTP, which I laminated.

So as far as I am aware:

KITAS = SKTT

First KITAP = KTP

Second KITAP = e-KTP

Sorry, but I have an E-KTP, valid 2 years, which ties in with my KITAP renewal in 2 years time, it would appear each area has its own interperatation of the rules,

Yes it does appear that way. They just all seem to make it up as they go along. And it does not seem that that will ever change..... They need some kind of central training and compliance department to make them all do the same things

It is pretty awful, OPs trying to give best advice on how to achieve a goal in this mad beaucracy, the left hand doesn't know what the right hand does, will they ever sort themselves out, as you say until the managers know what they are doing to pass on to their staff, and keep their hands out the till, we might get some semblance of an efficient run departments

I think it's the mix of ignorance (from the catsip folks) and their way of asking for money? (not to say you should give them btw). I've been somewhat watching the saga...i mean seriously nobody or a whole department can be that incompetent? Maybe I'm wrong....

Certantly not all personnel at CatSip fit this explanation but what I have been experiencing looks like most do, or somehow differ on the process. In my case so far, and my thoughts could change because it isn't finished yet, there are a few personnel in one office that seem to try and intercept all foreigners. No matter nationality they try to be the ones to corral them in. Two higher ranking officers and a poor girl who seems very frustrated doing their bidding on foreigners. They seem to want to take advantage of causing confusion thus the foreigner need favors to get anything done and in some cases get something that is completly unnecessary. Thus my case. They offer to do these favors with expectation that you will inturn do them favors. That is their new way of saying pay them cash because they can't say that any longer where previously they held documents hostage until a payment was made. They offered me these favors but it was for something I didn't even need expecting us to just buy into them knowing what they were doing with their favor to us. Didn't work and we have been arguing for over two years to get it correct. They are persistant.

Now, we have hopfully been dealing with the correct people and while the process is outdated, we are hopefull. We shall see.

I would first check with CatSip and ask what you need. Then ask Lurah what they need. They all seem to interpret it differently. What is required from one may differ completely from another location.

My Lurah did my Domisili for CatSip differently because according to them, it is for the KK since you are on a separate one. My new domisili does not show any thing in regards to my sponsor. Of course, I have no idea if any of it is correct and may or may not find out later. Not sure who actually issues the KK.

The STM is no longer required by law but since CatSip requested it, we are doing it just to avoid problems.

My STM is signed according to police but somehow they lost all my paperwork in two days so need to resubmit. Once we pick up will need to take to Kopri for final aporoval. Another new step with what they are claiming to be oart of the new law. I think a new law to them is probably one that has already been superceeded twice.

Well, we thought we were dealing with the correct people. Got all the way up to the Kapala DINAS and people other then myself met with him today. Before anything was said, he calls in the people we have been dealing with. has a little conference off to the side and then states we need the Surat Pindah OA from Jakarta and I can have a SKTT. Has no clue what a KITAP holder needs and only goes by the extortionist that works for him.

I am going personally tomorrow and hope he's in. We will try to explain all the steps we had gone through and mistakes made by his personnel that brought us to this point. If he stays on the SKTT stuff, well, forget it. I will go with nothing. I just can't keep dealing with imbeciles that have no clue of their own regulations and just do as they please.

And they often get intimidated by uniforms and decorum etc. and don't have the insight we have in documents and processes needed. (Why should they?) If you don't master the language and can't be involved in the discussion, you're more or less screwed.

cos if the "they" is the spouse, they signed up for it by agreeing to sponsor & subsequently marry us. & if the "they" is the govt employee - it is their job to know their job.

My wife is very assertive but there have been a couple times when paperwork was being held for ransom she felt she just needed to give in. On most occasions my wife is looked at as just another Bule and is often asked if she is in fact Indonesian. That is why though we had enlisted the help of a bi-linguistic Indonesian teacher. That didn't really help except to put us in contact with the Kapala DINAS. Unfortunantly, he was more interested in getting his information from those that have clue to what they are doing and not even letting anyone else interject any pertinate information.

My wife thinks I should wait until next week to go see him. She feels that in my current state a jail cell may be awaiting me. Why would she think such things. Well, perhaps because I mailed my AGO nephew preparing him for a phone call that that in fact happened after I go in and show the "save face" culture what it's like being called incompitant thieves while a finger is pointed in their face. At least I'll get their attention.

I really am at wits end about these people. I am just trying to prepare myself for not having and documentation from Lampung and just carry my passport and visa everywhere I go, just like I have been doing. I'll resign myself to knowing if I go to events I may be required to pay more for it but that will be cheaper then the frustrations of this catch 22 I seem to be in.

Probably a good thing for all I don't drink.

So, if I follow my wife's advise, I will go and try to see him next week. I will try to arm myself with every law and regulation that applies to my situation. I will present them to him and he can decide to follow them or not. Any suggestions which of those I should carry in for him would be greatly appreciated. Any suggestions on where I go up from there is also appreciated.

(The last one was a Groupon 'all you can eat' promo where they told us we could only take sushi, not sashimi. And Groupon changed the description on their website between purchase and visiting the resto. 'She who knows everything best' didn't want a scene of course and told me it was "okay la". No fvcking way!)

I would make a very simple Overview of Events. As a PP slide. Big font, one one or two pages only. And explain in a very basic way the documents needed and steps. (So I had a KITAS with SKTT, now with KITAP that means according to to UU xxxx I need a KTP OA, not a SKTT anymore.) He probably has no idea what all these things are, so be able to show examples of the documents. (Look, this is a Surat ...WNA from Jakarta.) Only have the laws printed out as backup.

It is never a good idea to shame his people but I know exactly it would be very tempting. Just repeat over and over again you just want it resolved. Revenge later.

I just want to stick my finger in someones nose when they say that they never ask for money in front of their boss and ask, how about this times, what about this time? I want to point out their competence to show they caused all these problems to begin with and so they should be the ones to fix it. It would just be nice to get some actual service from these imbeciles. I have kept a list of notes in chronological order since all this started over 2 years ago. Maybe one of the newspapers would like to see it.

I actually record the audio and have one of them telling us how it is a good thing to do him favors and how we are trying to tell him what we need for a KITAP, he keeps insisting on saying KITAS. I also have a recording of a journalist questioning the Kapala Dinas about what we need and him explaining something totally different then when our friend arrived to see him with the crook that has been so incompetent for so long. Can't use them in a court of law but can still have them to prove a point.

Maybe walk in with a full film crew from some media. Maybe not, they would record my finger in nose act.

If I could set up my phone to record a video without them knowing I would. Audio is easy.

My wife wrote this outline and I am posting it. Therefore we both did some work and I would say she did by far the most, hahaha... We hope this helps.


Documents required for KTP Orang Asing (OA) and Kartu Keluarga OA at the Dinas Kependudukan dan Catatan Sipil at the city you live (not at the Provincial Office level like when you get the SKTT after your KITAS). You need to do the process obtaining the KK OA and KTP OA right away after your KITAP/within 14 days after KITAP.


1. Photocopy of KITAP


2. Surat Pengantar for obtaining KTP Orang Asing (OA) and KK OA signed by RT and RW. (This might need to be registered also at Kelurahan).


3. Surat Tanda Melapor (STM) from Polres of the city/town where you live. Before going to Polres you need to get Surat Keterangan from RT/RW first to bring it over there. The STM is done by the Indonesian spouse who needs to report/inform about a foreigner spouse (Orang Asing/Non-Indonesian) living with him or her in the same address. This STM is still required, but the SKLD (Surat Keterangan Lapor Diri) is not since 2013. Ask for a "copy legalisir" of your STM, saying you might need the copy to obtain KTP OA after, as usually KK OA is processed first. Original STM is free and a copy of legalisir is usually Rp10000 or Rp5000 per copy.


4. Sponsored letter by Indonesian spouse with materai Rp6000. Addressed to Kepala Dinas Kependudukan dan Catatan Sipil of the city where you live.


5. Photocopy of passport.


6. Photocopy of KTP and KK of the Indonesian spouse, and bring the originals to show.


7. Photocopy Surat Nikah from KUA for moslem (and from Catpil for non-moslem).


8. Photocopy Akta Surat Keterangan Perkawinan (Marriage Registry) from Catatan Sipil if you are married outside of Indonesia.


9. Surat Keterangan Penduduk Sementara (SKPPS). (Not sure if this one is mandatory).


10. Photocopy of your Diploma. (This is for filling out the Biodata form on a question about the educational background).


11. Photocopy of Children Birth Certificate (biological and/or non-biological who live in the same address).


12. Photocopy PBB payment receipt/Land and Building Tax payment receipt (usually is asked by Kelurahan), not sure if this is mandatory.


13. Two photos 2 x 3 cm. Usually the photo is with a red background if the person is born in odd year and blue background for the even year. These photos are for the non-electric KTP OA. (My wife prepares both red and blue handy, just in case.)
