SKTT and KITAP

I actually record the audio and have one of them telling us how it is a good thing to do him favors and how we are trying to tell him what we need for a KITAP, he keeps insisting on saying KITAS. I also have a recording of a journalist questioning the Kapala Dinas about what we need and him explaining something totally different then when our friend arrived to see him with the crook that has been so incompetent for so long. Can't use them in a court of law but can still have them to prove a point.

Maybe walk in with a full film crew from some media. Maybe not, they would record my finger in nose act.

If I could set up my phone to record a video without them knowing I would. Audio is easy.

I suggest you call the police and ask if they can help you do a re-enactment.

They did it for the prosecution of the JIS teachers and cleaners ...Jessica putting cyanide into Mirna's glass....the Ozzie killing a policeman in Bali ....the Perth teenager with the crushed aspirin in his bag.

On second thoughts maybe not a good idea...their re-enactment is usually judged to be more accurate than the facts.
 
Daniel50. Yep, have all that but since they screwed it up over 2.5 years ago there seems to be no fixing a Surat Pindah from my previous location and the powers that be all refuse to help fix their own mistakes.

It's a Catch 22 and unless someone on the side of the government moves, I am stuck it seems.
 
Indonesia is having problems associated with the e-KTP for Indonesians.
They have already acknowledged they cannot provide enough e-KTP's before the election in February and are issuing pieces of paper for those wishing to vote in lieu of the KTP.

I suspect no-one will care too much about a foreigner's KTP until they get their own citizens sorted first.
 
I don't care if it's not an e-KTP or how long it will take to process it. Just accept it.

I have had it professionally translated so to make sure he can read it with no excuses. Every document I have presented is in it and the handwritten notes received from CatSip people on what was required are included.

What I am looking for now are the UUs and the assigned pasels that say with a KITAP, I get a KTP and KK. I want to include references to them in my conclusion.

I have more then one flash drive with it on. Number 2 will go to the Mayor in two weeks. Number 3 in a couple more weeks will go to whatever Minister handles all the regulations involving all these crack pots.

Pasal 61
(1) KK memuat keterangan mengenai kolom nomor KK, nama lengkap kepala keluarga dan anggota keluarga, NIK, jenis kelamin, alamat, tempat lahir, tanggal Iahir, agama, pendidikan, pekerjaan,status perkawinan, status hubungan dalam keluarga, kewarganegaraan, dokumen imigrasi, nama orang tua.
(2) Keterangan mengenal kolom agama sebagaimana dimaksud pada ayat (1) bagi Penduduk yang agamanya belum diakui sebagai agama berdasarkan ketentuan Peraturan Perundang-undangan atau bagi penghayat kepercayaan tidak diisi, tetapi tetap dilayani dan dicatat dalam database Kependudukan.
(3) Nomor KK sebagaimana dimaksud pada ayat (1) berlaku untuk selamanya, kecuali terjadi perubahan kepala keluarga.
(4) KK diterbitkan dan diberikan oleh Instansi Pelaksana kepada Penduduk Warga Negara Indonesia dan Orang Asing yang memiliki Izin Tinggal Tetap.
(5) KK sebagaimana dimaksud pada ayat (1) dijadikan salah satu dasar penerbitan KTP.

Pasal 62
(1) Penduduk Warga Negara Indonesia dan Orang Asing yang memiliki Izin Tinggal Tetap hanya diperbolehkan terdaftar dalam 1 (satu) KK.
(2) Perubahan susunan keluarga dalam KK wajib dilaporkan kepada lnstansi Pelaksana selambatlambatnya 30 (tiga puluh) hari sejak terjadinya perubahan.
(3) Berdasarkan laporan sebagaimana dimaksud pada ayat (2), Instansi Pelaksana mendaftar dan menerbitkan KK.

Pasal 63 as modified by UU 24/2013
(1) Penduduk Warga Negara Indonesia dan OrangAsing yang memiliki Izin Tinggal Tetap yang telah berumur 17 (tujuh belas) tahun atau telah kawin atau pernah kawin wajib memiliki KTP-el.
(2) Dihapus.
(3) KTP-el sebagaimana dimaksud pada ayat (1)berlaku secara nasional.
(4) Orang Asing sebagaimana dimaksud padaayat (1) wajib melaporkan perpanjangan masaberlaku atau mengganti KTP-el kepada Instansi Pelaksana paling lambat 30 (tiga puluh) harisebelum tanggal masa berlaku Izin Tinggal Tetap berakhir.
(5) Penduduk yang telah memiliki KTP-el wajib membawanya pada saat bepergian.
(6) Penduduk sebagaimana dimaksud pada ayat (1)hanya memiliki 1 (satu) KTP-el

Pasal 64 as modified by UU 24/2013
(1) KTP-el mencantumkan gambar lambang Garuda Pancasila dan peta wilayah Negara Kesatuan Republik Indonesia, memuat elemen data penduduk, yaitu NIK, nama, tempat tanggal lahir, laki-laki atau perempuan, agama, status perkawinan, golongan darah, alamat, pekerjaan,kewarganegaraan, pas foto, masa berlaku,tempat dan tanggal dikeluarkan KTP-el, dan tandatangan pemilik KTP-el.
(2) NIK sebagaimana dimaksud pada ayat (1) menjadi nomor identitas tunggal untuk semua urusan pelayanan publik.
(3) Pemerintah menyelenggarakan semua pelayanan publik dengan berdasarkan NIK sebagai mana dimaksud pada ayat (2).
(4) Untuk menyelenggarakan semua pelayanan publik sebagaimana dimaksud pada ayat (3), Pemerintah melakukan integrasi nomor identitas yang telah ada dan digunakan untuk pelayanan publik paling lambat 5 (lima) tahun sejak Undang-Undang ini disahkan.
(5) Elemen data penduduk tentang agama sebagaimana dimaksud pada ayat (1) bagi Penduduk yang agamanya belum diakui sebagai agama berdasarkan ketentuan Peraturan Perundang-undangan atau bagi penghayat kepercayaan tidak diisi, tetapi tetap dilayani dan dicatat dalam database kependudukan.
(6) Dalam KTP-el sebagaimana dimaksud padaayat (1) tersimpan cip yang memuat rekamanelektronik data perseorangan.
(7) KTP-el untuk:
a. Warga Negara Indonesia masa berlakunyaseumur hidup; dan
b. Orang Asing masa berlakunya disesuaikan dengan masa berlaku Izin Tinggal Tetap.

(8) Dalam hal terjadi perubahan elemen data, rusak,atau hilang, Penduduk pemilik KTP-el wajibmelaporkan kepada Instansi Pelaksana untukdilakukan perubahan atau penggantian.
(9) Dalam hal KTP-el rusak atau hilang, Pendudukpemilik KTP-el wajib melapor kepada InstansiPelaksana melalui camat atau lurah/kepala desa paling lambat 14 (empat belas) hari dan melengkapi surat pernyataan penyebab terjadinya rusak atau hilang.
(10) Ketentuan lebih lanjut mengenai tata cara perubahan elemen data penduduk sebagaimana dimaksud pada ayat (1) diatur dalam Peraturan Menteri.

Pasal 91
(1) Setiap Penduduk sebagaimana dimaksud dalam Pasal 63 ayat (5) yang berpergian tidak membawa KTP dikenakan denda administratif paling banyak Rp.50.000,00 (lima puluh ribu rupiah).
(2) Setiap Orang Asing yang memiliki Izin Tinggal Terbatas sebagaimana dimaksud dalam Pasal 20 ayat (4) yang berpergian tidak membawa Surat Keterangan Tempat Tinggal dikenai denda administratif paling banyak Rp.100.000,00 (seratus ribu rupiah),

OK, haven't gone to see the Kapala DINAS yet. Good thing too. I had a couple visitors today, not for any special reason but one is a reported for a newspaper here. While visiting she made a call to the mayors office to see what was happening. It ends up the Mayor was out today moving all the Kapala DINAS around to different places. It seems the one that I was dealing with is no longer the Kapala DINAS. Matter of fact, he is no longer a Kapala DINAS anywhere. Evidently they caught his outreaching hand where it shouldn't have been and was the reason for the shuffle for them all to begin with. S, I'll give the new one a few days to settle in and take my Presentation to him next week. Happy New Year, I hope.

I'm not losing any sleep over it any more. Used to be very frustrating but no longer. Now I just from time to time see what someone else can do for me. As I see new people I am moving up the ladder of importance. If the next visit doesn't change thing then maybe the next rung on the ladder will. After next week only have three rungs left to get to the top of the ladder. Along the way now I have a presentation on what I have been told, what I have done, dates, names, and witnesses for the past 3 plus years. I have recordings of conversations where the in person communications have changed. If I never get what the law tells me I need then I am not going to worry about it. If asked for it, I have very complete records of of why I can't produce it.

In the end, there is a newspaper reporter that wants to write about my civil experiences in Bandar Lampung. For now I just tell her to wait until we have come closure to it all.

Thankfully, Immigration here is very professional. Now I am just dealing with dimwitted people and that takes some extra effort.
 
Went and seen the new Kapala Dinas on Tuesday. Had a chat, gave him the Power Point of everything that has happened in the past. He seemed like a very nice guy. We explained that we needed a KTP-OA and not a SKTT because I had a KITAP. He said he would look over the presentation and to give him a week because he has only been in that position for a week now. We were happy with that. he said he would call. We will wait and see now.
 
They called. One week after saying give them one week to sort things out, they called as promised. New Lady that took over the office that handles foreigners at the same time the new Kapala Dinas took over called my wife. She told her how she had read every single page of the Power Point Presentation and asked my wife if we really have gone through all that. My wife assured her that we have. The CatSip lady apologized for all the negativity and assured my wife she was going to fix it for us. She asked my wife if we could come and visit her at her office, not that she needs anything, just to meet us. My wife said we would come the next day. That was yesterday.

We went to the CatSip today and met the new head of the department for foreigners. Very nice lady. Spoke English fairly well and learned it in the US while her husband was there for his University studies. That was nice for a change. Any way, we went over what was needed and after some time she pulled out a sheet of green cards and told us that once she finalizes everything with Jakarta for us this is what I will receive. I looked at the cards. They were SKTT cards. I immediately told her I don't need that. I started on the I need a KTP-OA. Well, as nice as this Women was, she didn't have a clue to what I needed. She was transferred from Personnel to help clean up the section. She called in different officers and none of then had a clue. To everyone there, I needed a SKTT because that is what they issue to all the foreigners there.

I went on line and found a copy of a KTP-OA and showed her. She had never seen one of those. No one there had ever seen one of those. No one had ever seen a KTP that was not green. I informed her of the UUs that state I get a KTP-OA and suggested they find the latest copies. She calls Jakarta again and get's more information. Wow, I am right. I need a KTP-OA. Calls someone else in Jakarta and ask if they could send her a sheet of the brown KTP-OAs. They have never had them. It would seem, I am the first person who has ever requested a KTP-OA or the first person to be issued a KITAP here. I remember in the Immigration Office their tally board for what was issued showed no marks for a KITAP. So, maybe I am the first. We got through all that and finally we left with her telling us that she will keep us up to date on the progress. We told her that was nice and departed.

2 Hours after leaving her office she called again and told her that Jakarta has transferred all the information they need. Now we will have to wait for the brown KTP-OA blanks that are being sent via Pos. So, maybe things are moving along now. I will believe it when i see it but it is somewhat more encouraging.
 
well done ! looks like progress finally , unfortunately every area has another story for administration.

Jakarta is sending her 5 blank cards according to her. She must be keeping a stock in the remote chance some other foreigner should happen to request one. Maybe she knows or have heard about another or others who have ran away from them not wanting anything to do with them. In 4 and a half years when I need a new one the entire program will be changed so who knows. As long as she comes through and I get mine, I don't care if they stick the rest someplace and forget they have them. That would be my guess as to what will happen to any extras.
 
Lady from CatSip called. KK is done and can be picked up. What about the KTP-OA? Well, that seems to be a problem. Jakarta says Lampung is a different Regency so Lampung needs to work out their own problems. All she did was request some blank KTP-OA cards. Of course, that was her only idea to get some.

Tomorrow I will go to the office, pick up the KK, (if it's done correctly) and explain how the law tells me I should have a KTP-OA and since they are the suppliers of such, by law, they should be finding a way to do such. I will suggest she starts calling every Kapala Dinas Dudukan in Lampung and if that doesn't produce what she needs to start calling other cities like Palembang, Medan, Jambi and seek their help. I will be suggesting she goes back to her Kapala Dinas who assigned her our problem and get him back involved with any outside request. If that fails then perhaps the Mayor needs to get involved by their request or mine. The Mayor just assigned this Kapala Dinas to get this CatSip cleaned up and the new Kapala Dinas assigned this lady to fix the department we are dealing with. I doubt anyone wants anything going over their heads and exposing failure. Hopefully, that will be a kick in the ass to get someone to do a more complete job to get things done.

When all is done some day, I will suggest to her that she contacts Immigration here and see just how many foreigners have KTAPs who are probably running around with the wrong civil documents because of the incompetence of her staff and get them fixed.
