Jakarta - The Government published regulation Number 30 of 2026 concerning Types and Tariffs on Types of Non-Tax State Revenues Applicable to the Ministry of Law. PP is one of them to regulate citizenship services and the implementation of new tariffs.

The PP 30/2026 document can be downloaded from the official website of the Ministry of Education and Culture. The new rule will take effect on August 1, 2026.

"The announcement of PP number 30 of 2026 regarding the Types and Tariffs of Non-Tax State Revenue Applicable to the Ministry of Law takes effect on August 1, 2026," said the announcement on the official website of the Ministry of Law. The regulation was sigated by President Prabowo Subianto and promulgated in Jakarta on July 2, 2026
 
If someone takes foreign citizenship their Indonesian citizenship automatically becomes invalid without them doing anything, so at what point could a payment of 5jt occur and to whom?
 
Hello everyone, (please write only if you intend to help not to criticize)

I am preparing to apply for Indonesian citizenship through marriage. I have been reading the new regulation, Permenkum Number 15 Year 2026. I want to share the exact requirements for the marriage pathway and ask two main questions.

PART ONE DETAILS OF THE MARRIAGE PATHWAY (for applications until the 20th of December)

APPLICATIONS BASED ON MIXED MARRIAGE ​

The documents that must be attached to the application for citizenship are as follows:

  1. a photocopy of the Applicant's birth certificate which has been translated into Indonesian by an official sworn translator and has been legalized by an authorized official;
  2. photocopy of the applicant's resident identity card or residence certificate which has been legalized by an authorized official;
  3. photocopy of the birth certificate of the applicant's husband or wife which has been legalized by an authorized official;
  4. photocopy of the applicant's husband or wife's ID card which has been legalized by an authorized official;
  5. photocopy of the Applicant's marriage certificate/marriage book from the husband or wife which has been translated into Indonesian by an official sworn translator and legalized by an authorized official;
  6. original certificate from the immigration office at the applicant's place of residence stating that the applicant has resided in Indonesia for at least 5 (five) consecutive years or at least 10 (ten) non-consecutive years;
  7. original police record certificate (SKCK) issued by the National Police Headquarters which is still valid;
  8. original letter of statement from the representative of the applicant's country stating that if the applicant obtains citizenship of the Republic of Indonesia, the person concerned will lose his citizenship;
  9. original certificate of physical and mental health from a government hospital;
  10. 6 (six) recent color photographs of the applicant measuring 4 x 6 cm with a red background, dressed neatly and politely; and
  11. Original proof of payment for application for declaration to become an Indonesian citizen.

    But according to the new regulations as below:

Original Indonesian Text for Article 14 Paragraph 2: Selain mengisi format permohonan sebagaimana dimaksud pada ayat 1, pemohon juga mengunggah dokumen persyaratan berupa:a. pindaian asli akta kelahiran pemohong. surat keterangan keimigrasianj. surat keterangan sehat jasmani dan rohani dari rumah sakit Pemerintahk. surat keterangan hasil pemeriksaan narkoban. pindaian asli sertifikat hasil ujian kemahiran berbahasa Indonesia dengan predikat unggul

English Translation: In addition to filling out the application format, the applicant must upload the following requirement documents: A. Original scan of the applicant birth certificate G. Immigration certificate stating residence for 5 or 10 years J. Certificate of physical and mental health from a Government hospitalK. Certificate of 6 parameter narcotics test result N. Original scan of the Indonesian language proficiency test result certificate with an excellent predicate

PART TWO MY TWO MAIN CONCERNS AND QUESTIONS


Question 1 If I apply before December 20, will I be grandfathered?

Permohonan Pewarganegaraan dan penyampaian berita acara sumpah pemberian Kewarganegaraan Republik Indonesia yang diajukan sebelum Peraturan Menteri ini diundangkan, diproses berdasarkan Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 21 Tahun 2020Pasal 129: Peraturan Menteri ini mulai berlaku 3 tiga bulan terhitung sejak tanggal diundangkan.

English Translation:Article 127: At the time this Ministerial Regulation takes effect: E. Applications for Naturalization submitted before this Ministerial Regulation was promulgated shall be processed based on the Minister of Law and Human Rights Regulation Number 21 of 2020Article 129: This Ministerial Regulation takes effect 3 three months from the date of promulgation.

My concern: The regulation is published in September but takes effect in December. If I submit my complete application in November, before the December 20 effective date, am I legally grandfathered under the old rules? Will the regional office allow me to use the old language statement letter instead of forcing me to take the new strict excellent predicate language exam?

Question 2 What should I do?

My concern: I applied for my Immigration Letter (SKIM) 4 days ago and am waiting for it. I want to rely on the older rules that are still in effect until the 20th of December. What is my exact step by step action plan to ensure my file is locked in under the old rules before December 20? Do I need to make sure I get the physical receipt from the regional office before December 20?

Any advice from expats who have recently applied, or from Indonesian legal experts regarding the transition period, would be massively appreciated.

I am not a lawyer and never applied , but in my view it is clear that this new rule does not apply before December 2026 .
Do I need to make sure I get the physical receipt from the regional office before December 20?
My copy of this new PerMen is of 16 Sept 2026 , so I think it should be 16 Dec 2026 instead .

But I suggest you to confirm that at your Province's Regional Immigration Office (Kantor Wilayah) .

If you already in the system it's well before December you won't have problems. By then 8 weeks probably done and issued anyway
