Hmmm I would like to say it is good but then on the other hand I have been to Jakarta Imigration office and most of the people are agents with so many documents and passports that it seems they are applying for 5-10-20 people in one go? So now imagine..... it was already crowded there approx 40 sitting spaces 50% of them are agents with 10 passports each that is 200 people in a queue extra (rough calculations). I hope that the place will be as big as a football stadium, the service as fast as a bullet train in processing visa and completing documents ... compressed oxygen to supply the whole kantor so no one will die from lack of oxygen. People will be standing/squating/sleeping.

Oh I almost forgot.... those who will come, foreigners will be accompanied by someone (wife,husband, employee, Indonesian friend) to help with translations. So we can double that number to 400 extra people / day. Operation hours for the office is 9:00--12-lunch time-13:00 and then at 14:00 they don't accept any new forms/applicants......

They can do it under one condition.....ACCEPT MAIL applicants and do most of the process via website (Application filling, extra documents attachments as scans)! I can spend 5 min there not 3-5 hours!

Like your idea a lot but you've lived in Indonesia long enough.
Logical management and efficiency are contradictory to civil service operations....whose motto seems.."Why make it easy when we can make it really difficult."

There is more news on this subject in today's Jakarta Post front page....but it doesn't make the new rules any more enlightening.

But at least you can wait in the line and get served when it is your turn, rather than some douche with a hundred documents walking straight to the front and making you wait even longer.

Damn right the agents should be banished. If needed, imigrasi can expand. Those with money should not be able to buy their way to the front while those without are forced to wait. If someone wants services from imigrasi, then get down there and get in line - just like I and many others have done.

An Agent was never quite able to accomplish that cut ahead of me move. I had no qualms about picking up his pile of envelopes and placing them further away or to push them aside. Same for getting copies made, throw your big stack of papers right in front of me and they could be headed for the floor as I put mine back where it was. I have done all the above and while I may get a dirty look, nothing is ever said and they move. Perhaps being three times their size makes a difference. OK, I didn't make any friends but once I did have an Arab looking gentleman clapping.
 
Now I am curious... will these changes also be imposed on embassies / consulates? In other words, will a KITAS run to Singapore become a multi-day affair rather than the first Lion Air CGK - SIN flight in the morning and the 7ish pm flight back in the evening?

I agree with you tokek. My guess is this " douche" had all documents sorted out and was known to Imigrasi staff. Like I stated before I don't like agents or man in the middle during this process. The visa process should be highly efficient and simple for the customers! It should not look like we are working there full time spending a whole day. It should be like you come there, show your passport to identify yourself and take it back with all paper work done. 5 min job. Accepted/declined with full explanation why and what to do next, explain in simple words?

My point was: Now your waiting line could be much longer. You are saying

do you think it will change because there will be no agents? Do you think there is not going to be any "privilege" waiting queue, business queue, priority line?


On the bright side: I went to limijati hospital in Bandung.. there was a registration queue to book your appointment. There was machine with tickets and numbers. Then each number was called...... now in the queue there were waiting husbands who want to book their wife's appointment with doctor .... , drivers!, pembantu!, uncles!, parents of their 20 something year old children ....now the best part... all of them were rejected the nurse said: Only those patients can book their own appointment who came by themselves to hospital!

You should see the outrage that exploded after that event among those who waited.

They are already doing this. You can apply for a visa kunjungan or visa ITAS online.

This is being continually expanded.

Counterpoint: Is your situation worse when the dude with 100 documents takes an average of 30 seconds per document to get processed (because he is an expert with documents and generally has his **** together), or if there is a queue of 100 people already waiting at the office when you arrive... who then take an average of 5 minutes per person to process in person due to their unfamiliarity with the documents?
The point is that just because nobody can use agents now does not mean that things will be more pleasant for people who have been processing documents in person all along. Sure, now Immigrasi will more equally spread the misery... but the net misery will increase for EVERYBODY, including those who were already processing documents on their own.
 
I think it is amazing that the immigration cannot make the process easy to understand, so that everybody can fill in the required documents in the right way at the right time in the process. That should be possible to do for a few bright students to make a step by step explanation within a few days, and show clear examples of how it has to be done - and to do it in a few languages so the applicant also have a chance to understand it. (Anyways that is how I learned to make Lasagne.. I followed a step by step cooking recipe). If making it easy for the applicants, the immigration people make it easy for themselves, and put themselves into a situation where they can start smiling, and provide good service.

I feel some truth in that statement.

I also see the agents coming in early in the morning and taking tons of ticket numbers. someone is either gonna resell them or something.

4. After the application has been submitted online with all the documents, you should receive an email the same day (if you submitted your application in the middle of the night/early morning), or the next day (if you submitted afternoon), inviting you to come to South Jakarta immigration to pay the sum of 100,000 rupiah. This can NOT be done online. But you do not have to go in person, you can grant power of attorney to someone.

The process is still involving going to Jakarta..... for almost nothing.

I understand the part to come back for photo and biometric data as it is first time and they collect all information or collecting documents.

Yes indeed, there is an announcement on their website:
"Sehubungan dengan akan dilaksanakannya permohonan persetujuan visa secara paperless per Senin, 21 November 2016, bersama ini disampaikan informasi sebagai berikut:

  1. Setelah melakukan entri data Anda akan mendapatkan perintah untuk melakukan pembayaran yang dapat dilakukan melalui Bendahara Visa ;
  2. Seluruh dokumen persyaratan persetujuan visa untuk dipindai dalam format jpeg maksimal 400Kb;
Dengan diberlakukannya persetujuan visa secara paperless ini, maka Anda tidak perlu menyerahkan berkas fisik kepada loket permohonan visa.
"

So I emailed them to ask if this means you can now pay online as part of the new paperless system. The answer came back in the negative:

"Untuk pembayaran PNBP persetujuan visa masih dilakukan secara manual di subdit visa dikarenakan sistem belum sempurna untuk dilakukan online pembayaran."

So it is not quite clear if there is any meaningful change from this announcement..
 
After 10 days of chaos in Dirjen Imigrasi and queues of applicants, the new regulation is informally abolished.
Now everybody can apply for visa (Vitas and others) online and send anybody to pay the immigration fee. Before the new regulation, only sponsors and agents with licenses could apply. The officials do not insist anymore for a sponsor to come in person.

Local KanIms also accept now all applications based on a private power of attorneys.
 
Centurion, it seems like you have good knowledge about the activity level in the immigration. Do you know how long the processing time is for the time being for applicant to get the Vitas telex (for company sponsored kitas/imta)

Were you able to find out if Retirement Kitas/Kitap can be availed using the above quoted method as previously an agent was mandatory?
