Tokopedia delivery delays from BATAM

I just noticed this Announcement on the Tokopedia website..

"Dikarenakan ada regulasi baru dari Bea dan Cukai di Batam, pengiriman asal Batam dapat mengalami keterlambatan maks 14 hari."

in English:
"Because there are new regulations from Customs and Excise in Batam, shipping from Batam can experience a maximum delay of 14 days."

Anyone knows what's going on.? Tokopedia don't elaborate.
 
In fact ALL shipments are delayed from Batam, not only Tokopedia. We're talking thousands and thousands of packages.

Customs in Batam emphasize is it NOT about new regulations (as is rumored), it is about information systems interfaces. They implemented a new system, and those from the couriers and the Pos, can not link to their system. Which results in huge issues and necessary manual interventions.
 
There are quite some profitable (mini) companies active in Batam btw. Often we're only talking about an address and logistics services. Some even just provide a forwarding service. First they avoid value Added Tax or Sales Tax in the country where they order, that can easily be 20-21%. And then there's the loophole and bypassing RI customs charges.

At least that's what I assume is happening. Online you can find a bunch of imported stuff from Batam at much cheaper prices than the rest of Indonesia.
