Standard KTP, 5-Year E-KTP or Lifetime E-KTP?

I collected my second (or extended) KITAP last week and headed off to my local Dinas Pendudukan Catatan Sipil to process a new identity card. I was under the impression that because this KITAP is a lifelong one that I would be given a lifelong E-KTP, so I was a bit surprised when the official took out his cell phone to photograph me instead of making biometric records.

My KITAP says "Report in 2023" and he said this meant that it is not a lifetime KITAP therefore I cannot have a lifetime E-KTP. I'm in East Jakarta not in some far-flung part of the archipelago so I would expect the official to know the rules. The fact that he took the photo with a cell phone suggests that I'm not even going to get a five-year E-KTP but instead just a standard KTP similar to the one I've had for the last five years.
I thought that WNA with KITAP were supposed to get an E-KTP nowadays. Any thoughts?

I don't think the system to get E-KTP for WNA is quite ready yet. Even WNIs still have issues getting their E-KTP.

As for the "lifetime" KITAP, I think the "lifetime" is misleading...it's more like "renewable for free for a lifetime". Indeed you will still need to visit the immigration office every 5 years (at least, probably more often if you want MERP).

He was very correct in his assessment. It isn't and has never been intended to be a lifetime KITAP. Unlike a lifetime KTP, your ITAP may be cancelled. Two examples: if you go out of the country more than 365 days or if you get deported.
Also consider the case of those who divorce and have less than 10 years of marriage.

The Law is very clear on the fact that it can be cancelled, despite the fact that it has no limit of time:

Pasal 59 UU 6/2011
(1) Izin Tinggal Tetap diberikan untuk jangka waktu 5 (lima) tahun dan dapat diperpanjang untuk waktu yang tidak terbatas sepanjang izinnya tidak dibatalkan.

A lifetime E-KTP, unlike our ITAP, doesn't require to be extended. We still have to report every 5 years so that Imigrasi check that we are still eligible for the ITAP.

I have the feeling that on administrative procedures, Jakarta Timur is the 'least developed' from the five Kota's, to put it mildly. They had a good laugh when I requested an e-KTP. That would have been different in Jakarta Utara (my former Kota).

I've always found the Immigration Dept and Kanwil to be OK. The Balai Kota is a different story though.

As a follow up to the original post I ended up getting the standard five-year KTP but it seems that the Director General of the Registry Office (Kependudukan Catatan Sipil) feels that KITAP holders have a right to an E-KTP

"Untuk itu, Dirjen Dukcapil meminta Dinas Dukcapil kabupaten/kota melayani perekaman dan pencetakan KTP elektronik bagi WNA. Dia mengingatkan, tak semua WNA bisa memiliki KTP elektronik, kecuali sudah mengantongi izin tinggal tetap dari kantor Imigrasi."

He has no choice though, the law states that ALL KTP will become elektronik.

Can any one help me for the requirements and the procedures to issue KTP-OA + KK for KITAP holders my husband got his KITAP today
