Question about licences/permits to set up accommodation/tourism business.

Hi guys

Ok firstly this is not for me, it's for my friend who is Indonesian, he lives in a remote area of Indonesia and for years I've been helping him develop a business having surfers stay at his home.

Now he has taken the next step and has almost finished building a 4 bedroom homestay/losmen but he also takes surfers surfing in his boat to different islands. (and provides packages with food and accommodation)

Anyway now things are more official i thought i better ensure he starts doing things by the book and creates a business, get an IMB for building (yes i know thats meant to be done before starting building) and gets a "izin pondok wisata"

So off he goes to the government offices or whatever a while back, and he just let me know he has the licences. (didn't whinge about price so mustn't have been too bad)

But I'm surprised because he has six different licences.

Ive written what i understand the licences to be, please let me know if my understating is correct?

Is there anything other licence/permit he should have?

Or any here he doesn't really need or problem to have if not needed?

okay he has already gotten. (complete with his photo on the licence and stamp and signed from bupati on official government form/licence)

1.Izin gangguan (Basically to give you the nod that you have permission to do business at the location of business)

2. surat izin usaha perdagangan(SIUP) ( just a licence to basically do business and operate)

3.tanda daftar usaha pariwisata (licence to operate a tourist business)

4.izin usaha hotel (licence to run a hotel/resort, really only needed for a losmen style but is there any problem with having this instead, his max guest number will never be more than ten people)

5.tanda daftar perusahaan (Basically to say the company is registered with authority's)

6.surat izin tempat usaha(Situ) (Business place permit, to allow business to take place on that location)

It's quite a list isn't it? You can see why opening even a tiny business in Indonesia is a pain in the ass.

The specific licenses required vary by region as they are governed by Perda (local regulation).

For Pondok Wisata (less than 5 rooms) in Denpasar for example you only need a SITU, as long as your intended house has IMB already. No badan usaha (company) needed.

Yeah i was kind of surprised he managed to get all these and quite quick as id find it a mission to jump all the hoops to do it and he is just an ordinary guy from a fairly remote little village that up until recently didn't even have a bank account.
