For the first time since the pandemic started two years ago, Indonesia has reactivated its visa on arrival (VOA) program specifically for foreigners visiting Bali – albeit only applicable to travelers from 23 countries to begin with.

These countries are Australia, the US, Netherlands, Brunei, Philippines, the UK, Italy, Japan, Germany, Cambodia, Canada, South Korea, Laos, Malaysia, Myanmar, France, Qatar, New Zealand, Singapore, Thailand, Turkey, United Arab Emirates, and Vietnam.

“The new rule is effective Monday (March 7) and only applies for foreign tourists who want to visit Bali,” said Achmad Nur Saleh, the spokesperson for immigration affairs from the Ministry of Law and Human Rights.

Visitors from those countries who are fully vaccinated and have received booster shots can skip quarantine as long as they provide confirmation that they have booked a three-night stay at a local hotel.
It is a bit harsh that Timor Leste is not included on that list, since according to the official figures Timor Leste citizens came top of the tourist numbers for 2021.
 
That's only for entry to Bali

It's countries. Departure.
It's the countries that have a black list not the passport holder. Otherwise someone from south Korea could fly in directly from France according to you?
Yes, countries and they will check your passport. You will have to proof e.g. you are just passing through a country on a black list. Or in case you have a passport from a country on a blacklist but you have been living in a country not on the blacklist, you have to proof that e.g. with a stay permit.

This is not correct and misleading. Let me repeat again; as of now the VOA is applicable for CITIZEN of 23 countries - Not the country they are living neither departure country. It's clearly stipulated in Undang-Undang No. 11 (Undang-undang or Law of RI on immigration. It is higher hierarchy than circulation letter; government regulation or even presidential regulation).
Citizens other than 23 countries will not be granted VOA regardless where are they live or depart.
Currently the VOA only applicable at immigration check point in bali.

Read carefully the UU no. 11 attached, article 41. It's in English.

Agree here. If you were to make a Venn Diagram of the countries with the highest tourist spending in Indonesia vs. countries on the list, I imagine there would be a pretty large overlap.
The one thing that surprises me is there seems to be no mention of a financial means litmus test. E.g. showing that one has at least x amount of funds available to them. Or is that not mentioned because it is already part of the (old) requirements for VOA?

Also of interest to me is the fact that the VOA is supposed to be for the purpose of tourism (only).

My wife will be going home late next month (mudik) and staying until early in June. Let;s say I wanted to join her for Lebaran and stay for 2-4 weeks. If I came in at Denpasar, met the requirements, including the three nights hotel stay, passed the test, spent a few rupiah, flew to Balikpapan, stayed with my wife and her / our family, spending more rupiah along the way (but not at hotels or other tourist-specific sites), would I not be within the letter of the law strictly speaking, if not the spirit?

I definitely wouldn't try to extend another 30 days. Would anticipate a barrage of scrutinous questions if I did so. But it would be a heck of a lot less troublesome than a B211.

There is no financial requirement for VOA, but there is a requirement to have health and medical evacuation insurance that will cover COVID-19 treatment minimum value 20,000 SGD.

That is clearly within the letter of the law, and I believe within the spirit of the law as well. If you decided to extend, I do not know if the extension can be done outside Bali, but it is very clear that you can leave Bali on day 4 and you may leave Indonesia from any open port of travel.

I'm curious as I'm arriving back on Monday evening. The hotel is booked for one night but I guess they will test at airport and the result will come back in late the next day at which point they will release me.
 
For those of us who are not in Indonesia and not "in the loop" (or should I say, in the bubble), would you mind extrapolating from this thought? Why do you think they will scrap it, if the rates keep going down? Politics?

The government will likely scrap most if not all Covid restrictions soon, if the number of cases keep decreasing (and/or medical facilities remain not overloaded).

Yes, I arrived yesterday 13 March 2022 at Soekarno Hatta airport. First PCR test at the airport, very organized. You also have to show the QR code for confirmation that you booked a hotel. Quarantain is 1 day/1 night at hotel. Second PCR test you have to do on the day after your release and you have to send in the result.
 
And apparently quarantine has ended if you are fully vaccinated. Saw a post on Facebook from the Jakarta Post the other day and there should be a letter out soon if not already.

Do you know whether they are counting 2 doses as fully vaccinated or do you need the booster to avoid quarantine?
 
So after you test at the airport can you go home whilst waiting for the result? Or are they back to the waiting hours at the airport for the result. Would be great also if a positive result can just mean quarantine at home.

2. Karantina tetap berlaku untuk PPLN yang hanya memiliki 1x Vaksin, Karantina 5x24 Jam
3. PCR saat kedatangan tetap dilakukan - Pembayaran Pribadi
4. Langsung ke Hotel, tempat tinggal
5. Setelah menerima hasil test PCR negatif, baru bisa keluar ketempat umum

Content changes from SE No. 15:

1. No more Quarantine for those who have 2x, 3x Vaccines
2. Quarantine remains valid for PPLN which only has 1x Vaccine, 5x24 Hours Quarantine
3. PCR on arrival is still applicable - Payment (Personal)
4. Directly to the Hotel, Home Address
5. Can only go out to public places after receiving a negative PCR test result.

After test on arrival, straight to hotel/home and stay there until a negative PCR test is received.

If a positive PCR test is received, then for light cases/no symptoms can quarantine at home or at a quarantine hotel. For medium to severe cases, or those with comorbidities, at a Covid hospital.

With the ever changing circumstances my Indonesian wife says that now one can return to Bali without Covid tests as long as one has had the vaccinations including booster,

Domestic flight don't require any testing.

I went to Solo on Thursday and returned tp Jakarta on Sunday, no once was I asked to provide any vaccinination information.
