I don't see any problem with it. The guys who won the prize showed up around 5:30 AM, which was an hour and a half earlier than the official 7 AM start time. They didn't have to show up that early, but they did.
Look, there are many different compensation structures. Some jobs receive a salary regardless of performance (or lack thereof), some receive straight commission that depend solely on performance, and the rest are a combination of the two. As long as the work is done and the pay is commensurate with the skill & effort, all is fine.
The pay for most civil servant jobs in Indonesia is structured as a small salary with a lot of 'tunjangan' (supports or incentives). This is because it's next to impossible to fire anyone unless they commit a crime. If a pegawai negri chooses to simply punch the clock and do nothing beyond that, he'll get nothing but the salary. If he actually does something and gets involved in many projects, then he'll receive incentives budgeted for them. I believe many government offices actually have on time incentives, which you receive only if you show up on time.
