It would be nice if a foreigner that has been here so long as to need a unlimited Kitap visa, that they automatically be allowed to come and go freely, without having to pay for the MERP. Obviously it's just another form of squeezing money out of people.
I think in most countries, you have to apply for Re-entry Permit / Residents Return Visa after 5 years. In Japan it cost less than $30 and in Australia is about $ 250

In many European countries, there isn’t a system like Indonesia’s MERP (Multiple Exit Re-Entry Permit); it’s more of another layer of bureaucracy, redundancy.

In Europe, the focus is usually on confirming whether you have a residence permit, ILR/Permanent residence, or the type of visa you hold (e.g allow multiple entry). It's important to remember that once granted residency, or a visa that allow multiple entry, you already have permission to leave and re-enter the country. The only exception would be if you are on a list of individuals banned from doing so.

It's less than 20 years since they abolished the fiskal (had to pay 3jt each time you left the country). Immigration is the one ministry that has actually achieved something useful.

They can literally make any rules they want in any country. Maybe not a lot of people are aware that Indonesia is actually pretty lenient and fair. For example, you can marry a Thai but still not get a visa if you don't have enough money in the bank or you don't make enough per month. It's not a low amount either. Cambodia had a law on the books that men over 50 couldn't get a marriage visa nor would the marriage be recognized by the government. I think they walked back on that one recently but it was in effect for a long time. Your country, your rules. We never know if it will get worse or better. Be thankful for today, tomorrow it could be worse.

The issuance of the Surat Keterangan Fiskal Luar Negeri (SKFLN), after its last revision in 2008, was subjected to the payment of an amount of Rp 2.500.000 if you were exiting Indonesia through air but only Rp 1.000.000 for those exiting through sea (except from batam where it was free) and free for those going out of Indonesia through the Kalimantan or NTT land crossing borders.
The "fiskal" has been abolished in late 2010 if I remember correctly.
Prior to 2008 when they raised the SKFLN drastically, its amount was way lower (I think it was at maximum 250K levied on those who were flying out)
The SKFLN was not concerning foreigners only but all individuals going abroad (apart a few exemptions) regardless of the fact that they were WNI or WNA and wasn't levied by Imigrasi/ Kementerian Hukum dan Ham but kementerian keuangan.

If I remember correctly, "fiskal" was used as a tool to push people to register for NPWP (tax ID) for a few years. The rules were that all WNI had to pay fiskal, but it was waived if you had a valid NPWP.

Exactly. Those with a NPWP were exempted of the fiskal.
At the time the NPWP holder were wayyyy less than what they should so the government had to find ways to levy tax on those who were escaping it either by ignorance or maliciously.
