Silly me, I thought OP meant the investor visa. That only costs $1,000,000 (14,278,650,000 idr).

I do know Americans that have married foreigners with a bride price/dowry. I have seen rates as low as $35,000 and as high as $65,000. It averages around $50,000. It is usually women that get the lower price if they contribute domestic house work and sex to the marriage. For the marriage to be viewed as authentic in the eyes of the government, the couple usually is required to cohabitate. Regardless of gender, most of these types of marriages have the foreign spouse work and pay for half or most of the household expenses, such as rent, mortgage, utilities, and food in addition to the initial bride price/dowry. Additionally, since many of the foreign spouses cohabitate as a married couple with the American, any relationship the foreigner had prior to marriage tends to fall apart.

The problem is you need to find an American that has the income and/or wealth to sponsor a foreign spouse, is willing to risk the problems dealing with the U.S. government, is willing to forgo possible marriage and life plans with another partner, and is willing to sign a 10 year financial obligation to pay for the foreign spouse. The American is usually flagged by the state department and any subsequent marriage to another foreigner is usually more closely investigated, so it is a once in a lifetime deal for many.
