If the computer on the other end is compromised the VPN will not help you because at that point everything is put back together. VPN secures your traffic but only between the two points. If the other point is not secured VPN won't help. Someone can takeover a site and redirect you to their page which will give you the SSL error. The browser is not seeing the SSL that it expected to see at this point and warns you. Even with VPN the data is clear at that point and can easily read and tracked.The interactive brokers website is secure. I checked. Turn on your VPN and you are safe for all data leaving your computer.
You get the warning, maybe because you didn't clear your cache by clearing chrome's browser data.
