Difficulty contacting new Immigration Office in Banyuwangi .

I disagree again .

An Office in a small city may not have experienced officers .

But in 18 years in Bandung's Office I had only 1 rule disagreement with my local Kantor Imigrasi (I was right but the office boss knew the rule and denied its application with an acceptable argument) .

Any person can make mistakes , correcting mistakes should be our obligation .
I've found they don't take kindly to being corrected and can make life bloody difficult if you try to . I've never had a disagreement with any one at the Jember office but was told I needed a Letter from the Australian consulate saying they recognised my marriage which I got , 700,000rp , only to have another officer say it wasn't needed when I returned to the office to hand it in . From what I've experienced this new office in Banyuwangi which previously only handled wni / indonesian business has had the Foreign Services Dept added and all the new systems . technology dumped in there lap but no experienced officers to run it . Got handed a fist full of Surat Perhonan , Surat Penjamin forms etc etc for myself and my new sponsor to fill out today by an officer who had to refer to there phone for every question I asked . They asked for a new updated Surat Tanda Melapor which after visiting my local police office and Instagram messaging the Regional office in Banyuwangi is no longer issued by local or regional police offices "since late 2014 ". Neither mentioned where to get it or if It was still required . After searching google I found the Director General of Immigration Dept now issues it , which the Banyuwangi Immigration office either didn't get the memo or whatsapp message about and don't know they now issue the Surat's they require themselves . Same as the SKTT which was previously issued by Dukcapil . Lack of communication , lack of experienced officers to handle new tasks , misinterpretation of new rules/laws etc etc seems to be a problem .
 
Can't get anything but what looks like an automated/ possibly AI generated reply to both Whatsapp and Instagram from the Banyuwangi office ....
I don't know about Immigration @ Instagram (never checked) , but Immigration @ Whatsapp , at least in my city , is for sure answered by humans .
Both Immigration and Dukcapil require an updated Police Report ... Surat Lapor Diri and Surat Tanda Melapor ...

This is probably the reason you are having all these problems .
I found the Director General of Immigration Dept now issues it (Surat Tanda Melapor) ... Same as the SKTT which was previously issued by Dukcapil ...

SKTT is a similar document to the KTP , still issued by Kantor Catatan Sipil/Civil Registry Office , here in Bandung .

@Nicho , more seriously, why you don't simply drop it all and restart all over but with a pensioner visa.
Quite easy conditions, agent mandatory, no more stress.
And the visa is YOURS, it doesn't depend on any local male or female. (A must for me)
And there are decent agents around, well at least here in Bali. As long as you continue feeding them 😅😅😅....

From Google AI : Surat Tanda Melapor (STM) from Police and Residence Certificate (SKTT) from the Population and Civil Registration Office (Dukcapil) are mandatory supporting documents for foreigners holding Temporary Stay Permit (KITAS). The latest Police Regulation (Perpol No. 3 of 2025) has removed the STM requirement for most foreigners, allowing for direct processing of the SKTT.
Just received an Instagram reply from police office in Banyuwangi this morning . STM are now issued by Polda Jatim , East Java Regional Police office in Surabaya . Not available on line , have to travel to the office "approx 12 hours by road " . The original information "the same as you have posted " but also mentioning that the STM was now issued by Immigration was from a Google AI search which I have found to give a lot of bad misleading information , I tried the Director Generals web site , Jember Immigration and Banyuwangi office but couldn't open most of the option / link choices on there pages . I'll show them this latest regulation when I return to the office later this week . As for the SKTT , I've only every needed the SKTT and SKD from the local Kepala Desa for everything , Kitas Visa renewals ,Ahi Status Kitas to Kitap , getting sim etc and they are still issuing them as of yesterday no questions asked , had both renewed / updated , they even printed me 3 copies for the different depts and noted the different dept requirements on each one. Have had more success getting information from messages to Polres Banyuwangi on "Instagram" than the Immigration web sites . And they reply to messages almost immediately which is more than I can say for immigration.

Your suggestion does not make sense . More important than the difficulties Nicho is having (due to the inexperience of the Immigration officers) is that his process now is a benefit that he has by holding a Stay Permit sponsored by Indonesian spouse , a benefit that holders of Retirement Stay Permit do not have .

And even if for a very particular reason a foreigner (in a similar situation as Nicho) decides to follow your suggestion , he/she doesn't need to restart with a Retirement Visa , he/she only needs to change the sponsor and keep the KITAP .

My wife/sponsor let me control my Visa & Stay Permits processes , but your agent/sponsor probably will never let you control yours . And to me , besides the money I save , there is a satisfaction of doing my own documents .

About the Surat Tanda Melapor/STM , I searched a little and think that it stopped existing since 2011 , if we rely on the Jogja's Police (see below) as they say its requirement came from Article 60 of Law/UU no.9 Year 1992 , which was totally substituted by UU no.6 Year 2011 , which does not state this subject anymore .

I found google reliable before all this Meta , AI crap . I'm sure they get the information off influencer's , media creators etc that wouldn't know up from down without an APP .

And have more headaches with changes of address etc etc . I've got enough on my plate as it is .

No because any day now very soon you're going to have to leave Indonesia and re-enter on a new visa probably Evisa and then just put you staying with a friend in Jakarta at least then you can do everything on line efficiently and then move back to the sticks later on paper.

With all the shit of the last month the 60 days is up tomorrow and I face the prospect of having my KITAP cancelled due to no fault of mine and having to go through a tribunal to get it back . Will be contacting the Director Generals Dept in Jakarta if I don't get a reply by 5pm this afternoon and going to the Banyuwangi office "4 hour return drive" tomorrow to sort the shit out !!
