I saw some posts on Facebook. His foreign creditcards are refused on sight in shops in Indonesia. Not yet a lot, but it's a sign maybe. I recently have a problem too, but I don't think it has something to do with regulation here in Indonesia. I have recently recieved my new creditcard from ING (Holland) and oploaded the info to some website to monthly pay for subscriptions, like Microsoft. But, for some reason it was refused by Agoda. Aneh!

I used an ING creditcard before on the Agoda website. I got a new one to replace the expired one. But, maybe the 3D-security 2.0 (mastercard security) is the problem. To use the creditcard online a pop-up screen will appear to fill in a security code. But maybe Agoda not yet implemented this pop-up screen???

Works for my BCA
But for foreign cards don't work with indonesian ip address

So from what Samoerai says... it's happening when the card is physically present too?

Ouch. Will make life complicated the next time I visit Jakarta. I guess I might have to just take cash from an ATM.
 
Physical is fine
We talking online purchases on internet etc where you manually input the number and ccv and get the visa popup for the 6 digit pin

Yes there offline and online
Online means internet purchases
Those are sometimes banned for foreign cards but that company due to perceived high risk of fraud
