Refugees and Philippines

Just been watching Aljazeera interviewing President Duterte of the Philippines.
He said that he would welcome all refugees.
I thought there's an answer for Australia and Indonesia...send all those refugees waiting settlement to him.
Muslims would be welcomed in Davao...his home town.

Western governments have been paying millions to other countries to take the refugees.
I have also seen interviews of him saying he wanted to get rid of foreigners. He constantly contradicts himself. It is hard to understand what he is going to do. Honestly, the Philippines wouldn't benefit from refugees. They have more poverty and a higher birthrate than much of Asia with limited resources and 10% of gdp from remittances. Japan and Korea have too low of birth rates and could use the people, but there society would never allow it.
