Pandemic - Emergency Stay Permit Expiration

One of those times to have a good agent who can smooth over such problems

I know mine has said she is able to resolve these issues and not even for money. I think she's just well known and popular among the immigration staff since she's there daily and they said if any of her clients need to extend further it's not a problem. Literally just include a letter saying you don't want to leave or can't. Or why. Example. No extra money needed. Just say you feel safer here blah blah. If Immigration didn't know you maybe you also mention you know not to work and you are financially secure and self funding (again just example).

Just common sense stuff really.

The Immigration in Bogor is now open, and accepting the process for renewal of Visas. Since April, I kept poking the Immigration about when. They keep saying all is fine, no overstay fees will be given. Last week, announcements was made, and July 13, was the official re-opening, and we had 30 days after that to present ourselves for renewal.

So yesterday, I went to the NEW Immigration Office in Bogor, very nice new and clean building. We were in contact with them via WA mostly since April. And we were told there would be no problem to extend, and even move to the 5 years stay permit. Well that was wrong. Their regulation seems to have this rule, that if you are overstay, they can only renew the 1 year process. So again, I am to do another year. (Nothing big here, just disappointed, to have to face all this shit again next year.)

To clarify, are you referring to the VOA which is a paid and extendable visa (30+30), the Visa Free which is free and non-extendable, or both?
 
Interesting, so they are contradicting the Surat Edaran which states they are extendable until the pandemic is over and there are flights.
They are not contradicting, both conditions have to be fulfilled ("and"), just enforcing strictly.

Here is the actual regulation:
Pemegang Visa Kunjungan Saat Kedatangan (Visa on Arrival)

  • Orang Asing pemegang VKSK yang telah memperoleh ITKT, dapat memperpanjang izin tinggalnya berdasarkan VKSK sebelumnya sampai dengan masa pandemi Covid-19 berakhir dan belum ada alat angkut untuk keluar wilayah Indonesia.

It clearly says visas will be extended until (sampai) both conditions are filled. There are a couple different ways they could have written this, using "or" (atau) or "except" (kecuali), but they chose "and" (dan). They could have written that visas will be extended until there are flights out, that seems to be the way a few offices are applying it, but the text stipulates two conditions.

And even the official wording seems fundamentally flawed (or my Indonesian is falling short), they wrote the second condition with a negative (belum ada) so it basically says, "Visas will be extended until the pandemic is over and there are not yet flights out." That does not make sense.

The English translation provided on the Imigrasi website is more clear (but I don't know if it can carry legal authority):

Visa on Arrival (VOA) Holders

  • Holders of Visa on Arrival (B213) who have been granted an Emergency Stay Permit can extend their substantive permits unless the Covid-19 pandemic is declared over and available transports are leaving Indonesia.

This is how it is phrased by the US Embassy in the latest email which covers this topic. They also said the U.S. Embassy, Consulate General Surabaya, Consulate Medan, and Consular Agency Bali may not intervene in immigration matters and will not provide letters of support for U.S. citizens seeking immigration benefits:

Those who arrived on “visa-free” (BVK) must leave Indonesia by August 11, or may face fines, detention, and deportation.

Those who arrived on “visa-on-arrival” (VKSK) may, before August 11, apply for an extension, but per this policy will only receive an extension while the pandemic status continues and there are no flights available for you to return to the United States. Note that flight routings to the United States are available. Failure to depart within 30 days may result in fines, detention, and deportation.

In a nutshell: Get your things in order or pay the price(pun not intended).
 
I am American and currently holding a ITK (SosBud/Tourist Visa) and if not mistaken, I need to leave Indonesia soon to process another ITK visa. I am aware that Singapore, Malaysia, Thailand, South Korea, Taiwan, Hong Kong, Philippines, etc not allowing any foreign passengers (tourist).

I read Cambodia allowing foreign passenger but need to place a deposit of USD3000.00 (need to confirm).

The worst scenario is to travel back to USA and process my visit there.

I would like to know as of today where are foreigners are traveling in SE Asian countries to process their Indonesia visa without 14 days quarantine.
I went to the immigration office in Bogor (as an American citizen) the first business day the new rules came out and submitted my D212 social visa (ITK) for emergency extension. It took 8 days and 500k IDR to get the the extension stamped in my passport. It only gave me 1 more week extension than the already announced August 13th deadline to leave indonesia but the original rules said I had to do this before trying to convert to a ITAS (old KITAS) which is my intention. I'll post more, if or when my convertion to an ITAS is in process.

FYI: The Bogor city immigration office has moved effective this week to a new location on the same road. It's a NICE new modern 2 level building next to the Hotel Sahira. There is paved car parking in the back of the building.

To summarize this: You can now apply for a new visa, and get new stay permit within Indonesia.

So people on Visa Free or VOA or any other non-extendable permit (say, your work contract expired), you can apply for either ITK (SosBud) or even ITAS if you qualify. All done within Indonesia, without the need to exit the country and visiting Indonesian consulate abroad.

Overall, good news for many.

Are you sure you reading it correctly?
Only thing that changed is the extensions can be done online

Visa free still have to leave by 13 Aug
VOA still has same grace period to apply for extension if not previously extended

There's a mention about some visa free can have possibility to apply for a sosbud but so far no one has been successful

There's a FB group with a daily update from a guy who goes every morning to ask for the numbers etc

VOA extended a couple of days ago got validity till 13th August (application was 16 July).
 
Again people are confusing "Grace period" and extension

There is a Grace period of 30 days from 13 (?) In which you apply to extend. That extension if approved should then be 30 further days from 12 August.

The post above by Centurian is confusing because it means someone paid unnecessarily to extend a VOA when the Government has already said it's free to stay until Aug 12.

That's the grace period. Leave within 30 days or organise an extension which then gives you 30 more.

So to pay and apply for and get an "extension" and still have to leave at the same time does not make sense

Everyone can already stay here for free until Aug 12.

After that is when the fines start or the extra 30 days if you got it
