Oh I meant it in a way that when it all comes together it might work. Everyone goes to good schools and gets a good education (probably almost too good in the case of Singapore), there is low poverty and hard rules.
I mean crime rates are surely connected to poorer and undeducated "areas", since there is a connection between the two in my opinion. Not always a perfect connection, that's for sure. An educated person can still be poor. But overall an educated person is able to make better decisions for themselves and has more choices.
Then I remember reading that the crime rates in Asia in general, there are always exceptions of course, are lower than in western countries. Sure in some cases it might have something to do with hard rules but maybe also with culture, mindset and maybe also religion in some cases.
From my feeling, I don't say that's representative, even a developing country Indonesia feels safer and has less violent crime in the general public than Europe for example. Again, i didn't check the numbers, it's just a feeling.
