You are asking the tenant to pay the service charge??? That could be another 5jt per month, increasing the price by 50%.

You're absolutely right. The monthly rent is IDR 10,000,000. The service charge (IPL) is approximately IDR 2.5 million per month and is paid separately by the tenant.

Electricity, water, and internet are also charged separately based on actual usage.

Nope, for long term apartment rentals for local market it’s very common not to include IPL.

We -as everybody else in different apartment blocks in 3 DKI Kota and TangSel- always have it paid by the tenant. Even a studio which is rented out to students. I can give you examples of quite many towers if you want.

Serviced apartments and the expat market are often different of course (see also Bali), and everything is negotiable.

Harry, I wonder what you would say when you’re in one of our apartments on the 57th floor? Of course all the 4’s are absent (4, 14, 24, …. 40-49, 54) but still. Unlike in the west where the lowest and highest floors are most expensive, many people here want to be in the middle segment of the building.
 
There are 3 reasons it's a bit strange to ask the tenant to pay the service charge (rather than just increase the rent by an equivalent estimated amount):
  • part of the service charge is for a contribution to the sinking fund (reserve fund) which is generally not something that benefits the current tenant
  • service charges can vary a lot over time. I once had one that tripled in one year due to the cost of a new lift and building renovation. Attempting to pass this cost onto a tenant would likely lead to a big dispute.
  • it is a cost that legally the landlord is liable for (as opposed to electricity usage by the tenant, for example)
 
In half a dozen countries I've never paid or charged the s/c on any property I have rented out as a tenant or to a tenant.

This is not really correct in RI. Unlike in many other countries, tenant / lessee / renter protection is not covered extensively in Indonesian laws.

In my home country -in certain cases- an owner even gets a refund of the unused service charges by the building syndicate if (s)he sells the property.

Yeah in my first apartment rental I was on the hook for service charge which was a shock.
In my current place while negotiating I told the landlord I'd walk away if they didnt include the service fee and they agreed so 3 years later i'm still not paying for that (thankfully). I always try rent direct from the owner who is stuck paying for that whether they have a tenant or not so they are more likely to accept to include it in the total price.

What do you do if you have an electricity outage and the lifts don't work? I guess they have back up generators. But other wise tower blocks don't appeal. Too bad if you have a tap dancer on a tile floor on the apartment above you. And I have had friends driven to despair with the coporate meetings. However, each to their own.
