Costs/Copay using BPJS, real life examples

... Does anyone know of any laws or regulations that specifically address the entitlement of foreigners with ITAS/ITAP (but without an employment contract) to 'BPJS Kesehatan'?..

Article 1
In this Presidential Regulation, the following terms are defined as:
Participants are every person, including foreigners who have worked for at least 6 months in Indonesia, who have paid Health Insurance Contributions.
 
Not sure of the laws but asking for BPJS directly didn't work for me several times. When I asked to be added to my wife's BPJS it went through the first time and it has been used successfully.

So, as I understand it, there is no automatic right to approval; the decision is entirely at their discretion. They can also deny foreigners who are not in employment or have not been employed for the past six months, all while still complying with their own laws and regulations.

I'm asking because there seems to be some confusion, some claim that ITAS/ITAP holders are required to get BPJS, though the regulations don’t explicitly state this. Additionally, I’ve recently come across cases where more ITAS holders have been rejected.

The first 2011's Law (see below) was already revised by the Omnibus Law but as the definition didn't change in the 2024"s PP (post 21) , I guess this Article 14 was not revised .

As we see , the Law (below) states who must participate . But it seems that in practice other foreigners (other than working for more than 6 months) cannot participate (see requirements for foreigners , below) , except foreigners listed together with Indonesian(s) in a Family Card (KK) , because they require everybody in a KK to be registered .

From all that I have read over the years, there have been some accepted and many rejected. The best way around it was to make sure the foreign spouse was listed on the same KK as the WNI spouse and the WNI spouse being the head of household. They seem to all be approved.
