Consultants Kitas

I've come across several people during my stay here who are employed as consultants but in reality work in different roles. Based on what I've seen, the people are usually above 60 (beyond the cut off date for a regular kitas) or may not have the credentials to be employed as regular employees. They generally get a kitas valid for 6 months, wait for it to expire and then process a new one for 6 months.

Would anyone have any reasonable guess how long they could keep this up as from my reckoning it would start to look suspicious after a few times?
