I am about to start the process to change nationality to Indonesian. While applying for my son's passport a few months ago, I asked a few questions and was told that first I have to apply for a SKM which would take upwards of 9 months. When I asked how much the whole process would cost me and how long it might take they could/would not say. So I took a visit to the Ombudsman a few days ago to try and get an idea of costs and time frames before going back to immigration. However the man I spoke to did not know and had to Google. He printed off a document for me that says "bayer sebesar Rp50juta" this is starting the process with the SKM already.

Has anyone done this and can you advise 1) how much the SKM costs and if really takes as long as 9 months? What is an SKM I had never heard of it before this. 2) Approximately how much did the complete process cost. 3) how long did the complete process take.

I plan to go back to immigration on Monday to get started so any information would be appreciated.

SKIM, or Surat Keterangan Keimigrasian, is one of the required items before applying to become WNI. It is basically an official letter from immigration that confirms you have lived in Indonesia for 5 years continuously or 10 years not continuously, and detailing your immigration permits over that period.

The official fee is Rp 3 juta.

Other requirements of application:

1) Valid KITAS/KITAP
2) Total of 5 years continuous or 10 years non-continuous residence in Indonesia at the time of application
3) Valid passport
4) Passport photos (2 pcs 3x4cm,4 pcs 4x6cm) with red background
5) NPWP

Not sure about how long they take to issue this, but 9 months seems incredibly long.
 
When my friend changed to Indonesian nationality, when it was still possible to do within the first year of marriage for a woman, they accepted just handing her passport in was enough. Although the British government told her she could get a new one whenever she wanted.

As per dafluff #2, the SKIM costs Rp 3.000.000 as per the current statute concerning non tax state revenues charged by the Ministry of Justice and Human Rights. I advise you to download the latest regulation concerning the whole set of fees:

Peraturan Pemerintah nomor 10 tahun 2015 tentang perubahan atas Peraturan Pemerintah nomor 45 tahun 2014 tentang jenis dan tarif atas jenis penerimaan negara bukan pajak yang berlaku pada depkumham.

On the above link, you will find the fee concerning SKIM (Surat Keterengan Keimigrasian) at page 25 (locate Huruf K.).

The SKIM takes time mainly due to the dirty tricks dishonest Immigration officers may play. If you know your rights, have copies of your former KITASes/KITAPes and stand your ground, it may be fast. In order to have a SKIM issued you need to have at least five full uninterrupted years of residency (meaning no EPO during the 5 full year period of KITASes or KITAPes) or ten years of interrupted residency.

Imigrasi may ask you copies of previous passport and KITAS/KITAP which is the reason delays may arise. Rare are the foreigners who keep archives of all their immigration documents. I do, but I know it isn't common. Though they should be able to retrieve all your files from their system it is sometimes way easier for them to ask applicants to do their job.

A SKIM is basically just an immigration letter confirming that you have been a legal temporary or permanent resident for the number of years required to gain citizenship.

OMBUDSMAN got it wrong concerning the Rp 50 jt fee. This amount concerns foreigners who have no civil relation (like spouse or kid for example) of an Indonesian national. It concerns for example a foreigner who would be owner of a PT PMA, not married with an Indonesian and who would like to become Indonesia.

For those like you or me, or many other user of this forum, the fee is much "cheaper". It is "only" Rp 2.500.000. This fee is to be paid at the Kantor Wilayah which is the office in charrge for the procedure. Again, in order not to be ripped off, the document in the above link will be useful (locate the fee at the mention "2. pewarganegaraan berdasarkan perkawinan" on page 16).

If fees are a concern, I would kindly advise you to start the procedure as soon as possible. The government is working at the moment on a new set of fees and there is little doubt that they will be on the rise. As per the law, non tax state revenues/administration fees are reviewed (normally) every two years.

Should anyone tells you along the way that a new set of fees has been passed I kindly suggest to come back here to verify if it is true and what are the new set of fees. I am usually updated very soon after they get passed.

Remember that the procedure and fees are easier for those of us married to a WNI. You should start your divorce procedure only after that you receive your SK Pewarganegaraan.

Apart for the SKIM and the Pewarganegaraan fee you will have a few other minor fees to pay (ex: you will need some Surat Keterengan domisili, a SKCK from the police, pictures...etc). The total shouldn't amount for more than a few hundred thousand rupiah.

It is difficult to quantify in time the total amount of time required for the whole procedure. I have advised a few people in their ordeal and it took anything from 10 months (the fastest so far) to almost two years (the longest, but it was a rather complicate case delayed by a few arseholes).

I was a bit disappointed in the ombudsman to be honest. I have gotten better information on here!
