Doing DIY at step-parent's house, is that 'working' ?

There is no Indonesian Visa/Stay Permit that allow us (foreigners) to do that , so in such cases we need to get the local Immigration Office's approval first .
My point is that he has done it for years and it was never a problem until someone complained about something else, and then they found this out during investigation. He has been in Indonesia for 30 years. Even if you got some low level approval, that doesn't mean the bosses will agree.

I think there is. The C6B for volunteering allows foreigners wishing to participate in volunteering / humanitarian projects in Indonesia. For instance in a yayasan. As long as there is no payment involved and you’re being sponsored by a foundation or charity. Many (Dutch sponsored) organizations use foreigners that way.

Yes , you are right .

But as far as I know , until recently there was no Indonesian Visa that specifically allowed volunteering (although I knew there were foreigners doing volunteer work) , but now this relatively new Visa below is specific for that .

From https://evisa.imigrasi.go.id/web/visa-selection
Type of Visa: C6 , up to 60 Days (Extendable)
For a person who conducts social program, humanitarian assistance, or voluntary program in Indonesia
