Not for some things. I was 3 days late renewing my NIK because of Immigration being late on my KITAP. I had given them over a month but... Had to start all over again with paper work for my NIK like I had never had one before and got a slap on the wrist and had to fill out a letter that I was sorry I was late and it won't happen again. Took over a week to get my new NIK because of being late.And after it is paid you are safe .

KTP then? Mine expired after 5 years and the new one does as well in another 5 years. It used to look just like an Indonesian's card but now they are pink or light red according to your eyesight for a foreigner. Looks like this.There is no such thing as renewing a NIK. That’s a unique number you get only once. Search the forum, many years ago I even explained its composition.

By safe I meant : he does not need to worry about delays and/or paying overstay fine .... And after it is paid you are safe ...

I'm not sure why they chose to make me jump through all the hoops and wait a week. Maybe they thought I would request expedited service ($$) , maybe they felt powerful that day or maybe it's just the rules and you have been lucky. It was harder paperwork wise to renew my KTP (is this the right term?) than it was to get my permanent KITAP. However the wait wasn't as long.This is (probably) the first time I see a problem in dealing with Kantor Catatan Sipil/Registry Office .

I think you need to ask Immigration if you must change the KITAS type or what .during my renewal process, the immigration people came and inspect my premises telling me that I should not be on this E28A visa but E25E ...
I already submitted the E28A halfway , so what can I do now ?
The KITAP or KITAS is not an identification document and (as far as I remember) only used for Immigration and to open a bank account , no other business will request it . In Indonesia I can do almost everything with a photocopy (or a photo in the phone) of my passport for identification document's purpose (but now I got a KTP so I will use its photocopy as I rarely carry a phone) .when I received my permanent Kitap I made a reduced, laminated copy which I carry if I might need ID ...
The reply I get from the immigration is inconsistent. Like, since you are already a investor KITAS under your own PT PMA, you will not be able to switch to E25E, you need to get another company to become your sponsor. (If I came to here to setup a PT PMA, if my PT PMA cannot be my sponsor who else can?) I even holds all these messages to protect myself just in case anyhow backfire.I think you need to ask Immigration if you must change the KITAS type or what .
The Manager E25E KITAS is for working as manager (requires a work permit) , very different from your Investor E28A KITAS .
If it is a must , you could ask Immigration if you can :
a) just do a sponsor change process , or
b) get a 60 days "Bridge" Stay Permit then get the 2 years E25E KITAS .

I shared my problem on getting the license which is hard to get and that is why I cannot operate it yet.
My KBLI is 78102 which my work is to train WNI and send them out to work as helper. I need this specific license called the P3MI. The officer said that he have friend who can help me with it as I been asking lots of notary they are unable to do it.From what I know , it is not true . It is possible and there are many ways to do it .

It would make sense if the inspector says that you are ALSO working instead of just being an investor .
In this case I suggest you to propose to Immigration to do the following :
1) Your PMA "hires" you as the 'General Manager' or just 'Manager' and get a work permit for you .
2) After you get your Investor KITAS extension :
a. At the PMA's evisa account you request a "Change Data" process ,
b) Then you choose "Concurrent Activity to Manager"
By doing the above , you continue with your Investor KITAS + you are also reported as your PMA's General Manager .

My friend holds a different viewI have no idea of this .
So it seems the Immigration inspector is right by telling you that your intention is not compatible with things that an investor does .

I would check the Immigration officer recommended friend + look for other companies in this field in the internet . Because the license depends on ISO 9001 certification , you can search for companies in this area or in general like "jasa izin lisensi P3MI" .

About this , I guess better contact the Government's BKPM (https://bkpm.go.id/en/home : Ministry of Investment and Downstream Industry) ....The best part is the officer said that if I don't invest 10 billion I can't start the business even I get this license.

So it seems you will not get your 2 years Investor E28A KITAS extension that you already paid for .
Be careful in not overstaying your present KITAS , the fine is (if I am not wrong) Rp1 million per day.
I guess you should not be surprised because when you chose (unless it was chosen by your visa agent/notary and you just trusted him/her) this E28A Visa/KITAS around 2 years ago , it is (probably was) clearly stated :
