Troops Deployed in North Sulawesi

Wiranto has asked National Police Chief Tito Karnavian and Indonesian Military Chief Gen. Gatot Nurmantyo to send troops in large numbers to North Sulawesi to prevent Marawi militants from entering Indonesia as they escape from Mindanao.

There's a bit of an argument going on as to who should be dealing with counter terrorism: Police or Army? And obviously, each side wants the biggest share of the budget pie.

According to this report http://www.reuters.com/article/us-philippines-militants-foreigners-idUSKBN18Q0OO , the troop deployment is not just to prevent Marawi militants from entering Indonesia but also the other way around, preventing would-be fighters traveling by sea to southern Philippines.
