I'm going to start this off by saying that Kantor Imigrasi Tangerang is very friendly, helpful, and professional. They recently renovated their office and now they're all much more approachable. I was 10 days late in applying for my kitas ke kitap conversion and although they are required by law 30 days, they allowed me to push through and try and get it. As of now, my paperwork is at the directorate being processed (today is the day my kitas expires). Hopefully it's gone though and not rejected!
My problem stems from misinformation from my father-in-law and the kelurahan not knowing a damn thing. I initially went to kantor imigrasi to start the process and I was missing my SKTT. The SKTT is supposed to be renewed every year after you get your kitas renewed. I blew it off because it was never asked for by kantor imigrasi so i figured that there was no need for it. WRONG! It's needed for kitas ke kitap.
I went to the kelurahan to get a surat domisili but they said they don't issue them anymore and kept referring to the e-ktp program for some reason. One of the workers asked for 200 ribu to inquire with the kacamatan... paid him 100 ribu instead and still no surat domisili. I took my wife to Catatan Sipil to inquire about getting the SKTT and they said I just need an STM (from POLRI) and some other documents. I went to POLRI Tangerang and they told me I needed the surat domisili from my RT, not kelurahan. My Father-in-law had previously tried to get a surat domisili from him for his pembantu but was denied, saying something about BPJS abuse which is why we didn't go to him right away.
Got the surat domisili, turned it in to POLRI, got the STM, and then was told by Catatan Sipil that it would take 30 days to get the SKTT. I paid the fine of 1 juta and was offered an expedited service (ransom?) for around 600 ribu. Of course i paid it because i was running out of time. So on the 10th, i was able to finally submit everything to imigrasi.
So just a reminder...
Get your SKTT renewed every year after you get your KITAS. I've found the card to be completely useless but it is a required document to have. Also, once you get your KITAP, do get your ktp! Do yourself a favor and don't wait.
