I don't think so. They embassy will require telex authorization from DirJen in Jakarta, and that means dealing with imigrasi online site or a KanIm in person (if still allowed).

But the KBRI's (overseas embassies and consulates) do offer the (paper) forms online, even for a limited stay visa.

And according to them there are still two ways to apply:
