So there's a lot of things going on around the JORR payment increase. The operators claim that they are integrating the payment of all the separate operators thereby eliminating 3/4 toll booths and reducing traffic. The operators have repeatedly claimed that although the price increased, due to the elimination and distribution between operators they actually "expect" to earn less it is claimed by them in the media.
Yes, I know it is officially a decision from the "Indonesia Toll Road Authority", part of the Ministry of Public Works, but the profits still go to privately owned companies.. I think I don't need to explain further on this.
Although there is some truth in that the huge number of tollbooths certainly don't help the flow of traffic, I believe the operators have thought out a brilliant plan. Their toll price increases are regulated by the government, and can only change once every 2 years for a very low percentage (related to inflation). The proposed system indeed will decrease the operators income from cars that go the FULL distance of the JORR tollroad; 50-70km's, however those will be the minority of users. The majority of users are doing much shorter distances; just think about anyone living in West going to South; they only use perhaps 25-30% of the total tollroad distance available to them; they have just seen an increase of a whopping 50%!
Living in West going to North, 50% increase using just 15% of the actual toll distance (Anyone from Meruya up to Daan Mogot going North is pretty much screwed). Living in North going to West, 50%, etc etc.
Then we have not even started about the disastrous state that huge parts of these roads are in, the total lack of control on extremely overloaded and aged trucks doing 30/40km/h on the middle and fast lane as well as on the use of the emergency lane etc.
Most politicians are suspiciously quiet and supportive of the plan while netizens on local boards are screaming it out.
It was supposed to be implemented on the 13th of June, then got postponed to today the 20th of June, only to be postponed again. Perhaps too much media scrutiny at the moment so they'll just do it when everything quiets down a bit.
