All tolls cause bunching.
Indonesia is just slow to implement any new ideas. Labour/manpower is so cheap in RI that, employing people, when most other countries use technology/machinery, isn't a high priority.
I think any method to reduce the restricted flow at a toll is worthy of review...the question is financial viability. To keep the current tolls in RI, but automate with some cashless system, IMO doesn't cost much except finding alternate positions for the cashiers.
We've been back in Jakarta for a week and bought the Indomart top-up card and frequently used with taxis/grab and friends who have been generous to take us home...it works well and we, so far, have sailed through the tolls.
I've no doubt the future will be better but, IMO, a good start.
I'll digress and say...what's with this busway system.
Who would think tying up one third of any major roadway to permit a bus, that only travels every half-hour or so is viable and logical. I've read the statistics on how many use BRT but, to eliminate 1/3 of the roadway just doesn't make sense. Surely they can open to the motor cyclists, who wouldn't restrict the Transjakarta buses, as they can very easily move out of the way, and thus reduce traffic congestion.
