    It was a few years ago and was done verbally. I'm not sure what is expected. Once someone says no, I'm not going to ask again everyday. My income is not taxable anyway so they have absolutely nothing to gain even if they gave me one.

    Yes, yes you are. Most items that you would want to purchase are in the 30% plus range. Customs will get the value from the internet and doesn't care how much the invoice says you paid. It only took importing 3 items for me to learn not to do it.
