    On a VOA I think I would fly out, too. At least, if my GF/wife has family or friends who can support in case of infection / help needed. Since you wrote 'don't want to be left alone'...I hope you did not really mean that he is the only person around you and you would still have somebody around...

There are fines for people who are outside if they do not go buying food or medication. But of course, due to incubation time, those measurements will affect the numbers earliest 14 days...
